A RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO PROCURE THE SERVICES OF THE POLICE EXECUTIVE RESEARCH FORUM FOR THE PURPOSE OF PROVIDING A PROBLEM SOLVING TRAINING PROGRAM FOR POLICE OFFICERS AND TO DEVELOP A TRACKING AND EFFECTIVENESS EVALUATION SYSTEM, IN AN AMOUNT NOT TO EXCEED $16,159; ALLOCATING FUNDS THEREFOR FROM THE POLICE DEPARTMENT GENERAL OPERATING BUDGET, INDEX CODE 290201-270; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE. WHEREAS, the Police Department is committed to the community oriented policing concept; and WHEREAS, "problem solving" is at the heart of this concept; and WHEREAS, the Police Department must adopt a broader "problem solving" role in the community; and i WHEREAS, the Police Executive -Research Forum (P.E.R.F.) has proposed a training program which will assist police officers with their "problem solving" skills; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference y CITY COMMISSION MEETING OF JA N 2 5 1996 Resolution No. 96- 2 thereto and incorporated herein as if fully set forth in this Section. Section 2. The Police Department is hereby authorized to procure the services of the Police Execute Research Forum for the purpose of providing a "problem solving" training program for police officers and to develop a tracking and effectiveness evaluation system, in an amount not to exceed $16,159, with funds therefor hereby allocated from the Police Department General Operating Budget, Index Code 290201-270. Section 3. The City Manager is hereby authorized) execute the necessary documents, in a form(s) acceptable to the City Attorney, for the procurement of said services. Section 4. Funding is to be from the Police Department General Operating Budget, Index Code 290201-270. BACKGROUND: The Miami Police Department is committed to the concept of community oriented policing. The Neighborhood Enhancement Team (N.E.T.) program was designed to facilitate the implementation of this concept within our city. Under N.E.T., teams of persons from various city departments are assigned to respective city neighborhoods. Each N.E.T. team, working together with neighborhood residents, assumes responsibility for the coordination and delivery of various city services in such areas as administration, zoning, sanitation, public works and public safety. At the heart of community oriented policing is cooperative problem solving; problem solving based on the knowledge that if the Police Department works cooperatively with the community to understand circumstances that underlie various incidents, then the most appropriate resources can be employed and the "problem" gets solved. The Miami Police Department continually seeks solutions to seemingly persistent problems which threaten safety and public order, and consistently labors to improve the conditions which contribute to criminal behavior. Toward this end, the Police Executive Research Forum (P.E.R.F.) has proposed a training program which will assist police officers with their "problem solving" skills. They will also help develop a problem solving tracking system and a system for evaluating field officers' success in their problem solving skills. 9 6 - 2
