ORDINANCE NO.
AN EMERGENCY ORDINANCE AMENDING SECTION 62-53
OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, ENTITLED: "APPOINTMENT OF MEMBERS
AND ALTERNATE MEMBERS OF THE PLANNING
ADVISORY BOARD AND ZONING BOARD," TO REDUCE
COMPENSATION TO ONE DOLLAR PER YEAR;
CONTAINING A REPEALER PROVISION, A
SEVERABILITY CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission has declared that a financial
emergency exists; and
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of Miami and its inhabitants to amend
the Code of the City of Miami, Florida;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Code of the City of Miami, Florida, as
amended, is hereby amended in the following particulars: 1'
"Chapter 62
"ZONING AND PLANNING
ARTICLE V. APPOINTMENT OF MEMBERS AND
ALTERNATE MEMBERS OF THE PLANNING ADVISORY
BOARD AND ZONING BOARD

remaining provisions are now in effect and remain unchanged.

Sec. 62-53. Compensation.
Members and alternate members of the planning
advisory board and of the zoning board shall receive a
remuneration of twe hundred dellaEs one
dollar ($1_00) per meath year. The city commission
shall make provision for the payment of actual and
necessary expenses, in accordance with city policy, for
the attendance of each member and alternate member of
boards at one (1) city -authorized planning or zoning
seminar or conference each calendar year to be held in
Florida.
Section 2. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to
immediately reduce the cost of conducting the City's business.
Section 3. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.

Section 6. This Ordinance shall become effective
immediately upon adoption thereof.

RECOMMENDATION
SUBJECT Reduction of Compensation and
Medical Insurance for Civil
Service, Planning Advisory and
REFERENCES Zoning Board Members
ENCLOSURES:
It is recommended that the City Commission adopt the attached Resolutions
authorizing the reduction of compensation to members of the Civil Service Board,
Planning Advisory Board, and Zoning Board to $1.00 per year.
It is further recommended that participation in the City of Miami group medical
insurance program be allowed at a cost of 100% to the individual participants.
BACKGROUND
The Strategic Financial Recovery Plan recommended the elimination of stipend and
health insurance for all City Board members as part of its cost containment measures.
The savings realized for FY 97 is $144,443.25, if implemented as of January 1,
1997. The FY 98 savings would be $192,591.00. Based on this recommendation,
the following legislation has been prepared:
A resolution changing the compensation of Civil Service Board members to
$1.00 per year. Resolution No. 76-1165, passed and adopted December 16, 1976,
established compensation for the Civil Service Board members at $300 per month.
Since Section 36(L) of the City Charter authorizes the Commission to establish this
Board's salary, the attached resolution would be appropriate to enact this change.
An ordinance changing the compensation of Planning Advisory and Zoning
Boards members to $1.00 per year. Section 62-53 of the Code of the City of Miami
established the compensation of the Planning Advisory Board and the Zoning Board at
$200 per month. The attached ordinance would amend this section of the City Code to
reflect this change.

A resolution has been prepared allowing members of the Civil Service Board,
Planning Advisory Board, and Zoning Board to continue to participate in the
City of Miami group health insurance program at a cost of 100% to the
individual participant. Previously, members of these three Board were allowed to
participate in the City's group health insurance plan at a cost of 30%, with the City
paying 70% of this cost. Allowing participation with the cost borne completed by the
individual would continue to allow participation to these individuals, while
eliminating any cost to the City.
