ORDINANCE NO. 11409
AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO.
11339, ADOPTED FEBRUARY 29"' , 1996, WHICH ESTABLISHED
INITIAL RESOURCES AND INITIAL APPROPRIATIONS FOR A
SPECIAL REVENUE FUND ENTITLED "GANG REDUCTION
ACTIVITIES AND SPORTS PROGRAM;" AUTHORIZING THE CITY
MANAGER TO ACCEPT A GRANT, IN THE AMOUNT OF
$178,136.00, FROM METROPOLITAN DADE COUNTY, AND TO
EXECUTE ANY NECESSARY DOCUMENTS TO ACCEPT SAID
GRANT; FURTHER AUTHORIZING A $59,379 (25%) REQUIRED
MATCH BY THE CITY OF MIAMI AND ALLOCATING FUNDS
THEREFOR FROM THE POLICE DEPARTMENT GENERAL
OPERATING BUDGET, FOR A TOTAL OF $237,515; CONTAINING A
REPEALER PROVISION AND SEVERABILITY CLAUSE.
WHEREAS, the City of Miami Police Department continuing its efforts in educating the
youth of our community in the dangers of gang involvement; and
WHEREAS, this program will target ex -gang and potential gang members in the City of
Miami by providing them with productive, alternate activities; and
WHEREAS, Metropolitan Dade County has approved an additional award in the amount
of $178,136.00, plus a required $59,379.00 (25%) match by the City of Miami, for a total of
$237,515, for the continued operation of this successful program; and
WHEREAS, any purchases would have to comply with applicable city code purchasing
requirements;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Ordinance are
hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. Section 2 of Ordinance No. 11339, adopted February 29'h, 1996, is hereby
amended in the following particulars:'
"Section 2. The following Special Revenue Fund is hereby established and resources are
hereby appropriated as described herein:
FUND TITLE: GANG REDUCTION ACTIVITIES AND SPORTS PROGRAM

Necessary expenses for the continued operation

Program in an amount not to exceed $415,651"

The remaining provisions are now in effect and remain unchanged.

Section 3. The City Manager is hereby authorized to accept the grant as set forth in the
Preamble to this Ordinance and to enter into the necessary contract(s) and/or agreements(s), in a
form acceptable to the City Attorney', for acceptance of the aforesaid monies for the
compensation of personnel.
Section 4: The Department of Police is authorized to expend monies from this Fund for
necessary expenses to continue the operation of said Program.
Section 5. All Ordinances or parts of Ordinances insofar as they are inconsistent or in
conflict with the provisions of this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph, clause, phrase, or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds
of necessity of the City of Miami to make the required and necessary payments to its employees
and officers, payment of its debts, necessary and required purchases of goods and supplies, and
to generally carry on the functions and duties of municipal affairs.
Section 8. The requirements of reading this Ordinance on two separate days is hereby
dispensed with by an affirmative vote of not less than four -fifths of the members of the
Commission.
Section 9. This Ordinance shall become effective immediately upon adoption.

It is respectfully recommended that an Emergency Ordinance amending Ordinance No. 11339,
which established initial resources and initial appropriations for a Special Revenue Fund entitled:
"Gang Reduction Activities and Sports Program," accepting an additional grant from Metropolitan
Dade County, in the amount of $237,515.00 and appropriating said funds for the operation of
same, be adopted.
BACKGROUND:
The Miami Police Department is continuing its efforts in educating the youth of our community in
the dangers of gang involvement. Toward this end, the Gang Reduction Activities and Sports
Program (G.R.A.S.P.) was established. This program will target ex -gang members and gang
wannabes in the City of Miami by providing them with productive, alternate activities.
Metropolitan Dade County has committed an additional $237,515.00 toward necessary expenses
for the continuance of this successful project. This total includes a required $59,379.00 (25%)
match by the City of Miami.
The Department of Police has received a verbal commitment from Metropolitan Dade County;
however, no funds will be spent until a written confirmation is received by them. This
confirmation is expected to be forthcoming.
This Ordinance is hereby declared to be an emergency measure on the grounds of the necessity of
the City of Miami to make the required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods and supplies, and to generally
carry on the functions and duties of municipal affairs.
