ORDINANCE NO.
AN ORDINANCE AMENDING ARTICLE IV OF CHAPTER
54 OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED, BY AMENDING SECTION
54-91 "STREET CODESIGNATION" THEREBY AMENDING
THE CRITERIA FOR THE CONSIDERATION OF
PROPOSALS FOR STREET CODESIGNATION TO PROVIDE
THAT NUMBERED STREETS SHALL NOT BE
CODESIGNATED WITH THE NAMES OF LIVING
INDIVIDUALS; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, Section 54-91 of the Code of the City of Miami,
Florida, entitled "Street Codesignation" establishes the criteria
for the consideration of proposals for street codesignation; and
WHEREAS, due to the limited number of streets available for
honoring individuals, the City Commission has expressed a desire
to limit the proposals for street codesignation presented to the
Miami Street Codesignation Review Committee by prohibiting the
codesignation of numbered streets with the names of living
individuals; and
WHEREAS, the City Commission, after careful consideration of
this matter, deems it advisable and in the best interests of the
general welfare of the City of Miami and its inhabitants to amend
the Code of the City of Miami, Florida, as amended, as set forth
herein;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 54-91 of the Code of the City of Miami,
Florida, as amended, is hereby amended in the following
particulars 1 :
"Sec. 54-91. Street codesignation.
The City Commission shall consider proposals
for street codesignation using the following
criteria:

Section 2. If any section, or part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 3. All ordinances, or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 4. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.

It is respectfully recommended that the City Commission adopt the attached Ordinance
amending Chapter 54 of the Code of the City of Miami entitled "Streets and Sidewalks"
by amending Section 54-91 entitled "Street Codesignation" by clarifying the criteria that
City Commission shall consider for street codesignation proposals. -
Section 54-91 of the City Code establishes the criteria for considering street codesignation
proposals. Due to the limited number of streets available for honoring individuals, the City
Commission, at the June 13, 1996 meeting, expressed a desire to limit the proposals for
street codesignation presented to the codesignation committee by prohibiting the
codesignation of a street after a living individual.
This proposed amendment to Section 54-91 of the City Code will clarify the criteria for
street codesignations that the City Commission consider by prohibiting the codesignation
of a street after a living individual.

It is respectfully recommended that the City Commission adopt the attached Ordinance
amending Capital Improvement Ordinance No.11337, increasing appropriations for various
Capital Improvements Projects identified therein and establishing new Capital Improvements
Projects to begin during Fiscal Year 1995-96.
BACKGROUND
In conjunction with the Parks & Recreation Department, the Office of Capital Improvements
has prepared this Ordinance amending Capital Improvement Ordinance No. 11337 , adopted
January 25,1996, in order to be able to continue or commence the implementation of
additional funds received by the City of Miami from various grants sources, for the
implementation of said Capital Projects.

The City of Miami Commission, at its meeting of October 10, 1996,
passed and adopted Ordinance Number 11404, amending the Code of
the City of Miami by amending Article IV, Chapter 54 , as
amended, by amending Section 54-84 entitled: "Names of Drives
and Roads," by changing the name of South Bayshore Drive between
Southeast 8th Street and Southeast 15th Road to Brickell Bay
Drive.
Further, the Commission passed and adopted Ordinance Number
11405, amending the Code of the City of Miami by amending Section
54-91, "Street Codesignation."
Attached hereto, please find the above -cited Ordinances, which
are self-explanatory.
