It Is respectfully recommended that the City Commission adopt the
attached Emergency ordinance amending Capital Improvement
Ordinance No. 11337, Increasing appropriations for Capital
Improvement Project No. 418402 Merrill Stevens Grounds and Parking
Lot.
BACKGROUND
The area west of Merrill Stevens and Grove Key Marina was used as a
debris staging area for debris removed from the south Grove after
Hurricane Andrew. A Damage Survey Report was prepared by the
Federal Emergency Management Agency (F.E.M.A.) for the restoration of
this lot back to Its pre -disaster condition, with a value of $11o,400.00. In
order to meet all existing codes and standards, which are paid for by
F.E.M.A. a supplemental Damage Survey Report was written. for
$ 74,000.00 to cover these expenses. In)provements that supersede
restoring the lot to its pre -disaster condition will cost $65,000.00 to be
funded by Off Street Parking.
This Ordinance is hereby declared to be an emergency measure on the
grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami and upon the further grounds
of the necessity to make the required and necessary purchases and
payments and to generally carry out the function and duties of
