HomeMy WebLinkAboutO-11391J-96-609 7/ 18/96 ORDINANCE NO. 11391 AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "DADE COUNTY EMS GRANT AWARD (FY `95/96)", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE TOTAL AMOUNT OF $288,900, CONSISTING OF A $158,376 GRANT APPORTIONED BY METROPOLITAN DADE COUNTY FROM THE STATE OF FLORIDA DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES "GRANT PROGRAM FOR COUNTIES", AND $130,524 IN CARRY-OVER FUND BALANCE FROM PREVIOUS EMS GRANT AWARDS; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Florida Department of Health and Rehabilitative Services is authorized by Chapter 401, Part II, Florida Statutes, to provide grants to boards of county commissioners to improve and expand pre -hospital emergency medical Services; and WHEREAS, it is the intent of the members of the Dade Board of County Commissioners that the 1995-96 funding for Dade County from the Florida Department of Health and Rehabilitative Services, "Florida Emergency Medical Services Grant Program AN AN ELECTION TO Fal THE _ CMUMSION TBWORARY_ VACANCY; SETTING NC}VEIR" 5, 1908, AS THE DATE OF SUCH ELECTION AND FURT" ESTA6l1SMN0 SEPTflY-ER 3I1, ISO, AT $M P.M.. FOEMAN CITY CLERK (M4131) M 11391 for Counties", in the amount of $709,827, be apportioned and passed through to participating municipal fire departments for individual projects; and WHEREAS, the City of Miami's allocation of this total grant for 1995-96 is $158,376, with a carry-over fund balance from previous grant awards of $130,524; and WHEREAS, the City of Miami Department of Fire -Rescue's Work Plan has been approved by Dade County and now desires to implement the following projects under a total grant appropriation of $288,900: (1) Head and Spinal Cord Injury prevention for Counties", in the amount of $709,827, be apportioned and passed through to participating municipal fire departments for individual projects; and WHEREAS, the City of Miami's allocation of this total grant for 1995-96 is $158,376, with a carry-over fund balance from previous grant awards of $130,524; and WHEREAS, the City of Miami Department of Fire -Rescue's Work Plan has been approved by Dade County and now desires to implement the following projects under a total grant appropriation of $288,900: (1) Head and Spinal Cord Injury prevention Program- $55,000.00; (2) EMS Equipment - $57,517; (3) PC's for Pro -Quality Assurance- $35,000.00; (4) Personnel Health and Safety Program $10,000; (5) Conferences and Seminars - $9,000.00; (6) Digital Recording Equipment - $50,000; (7) Upgrade Station Alerting System - $30,000; (8) EMS Operations Vehicle - $23,350; (9) PC's for Incident Reporting System - $19,033; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following New Special Revenue Fund is hereby established and resources are hereby established and resources are hereby appropriated as described herein: FUND TITLE: Dade County EMS Grant Award (FY 195/96) RESOURCES State of Florida Department of Health and Rehabilitative Services, Florida Emergency Medical Services Grant Program for Counties through Metropolitan Dade County $158,376 APPROPRIATIONS: Dade County EMS Grant Award (FY 195/96) $158,376 Carry-over Fund Balance $130,524 Total Appropriation $288,900 2 11391 Section 2. This appropriation is contingent upon final grant approval by the State of Florida Department of Health and Rehabilitative Services and the City Manager's acceptance thereof. Section 3. The City Manager is hereby authorized' to accept said grant as set forth in the Preamble to this Ordinance and to execute the necessary document(s), in a form acceptable to the City Attorney, for this purpose. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 6.
