ORDINANCE NO. I 13 9 ()
AN ORDINANCE ESTABLISHING THREE (3) NEW
SPECIAL REVENUE FUNDS ENTITLED: "JTPA
TITLE IIA NET NEIGHBORHOODS JOBS PROGRAM
(PY' 96)", JTPA TITLE IIC NET NEIGHBORHOODS
JOBS PROGRAM (PY'96)", "JTPA TITLE III
DISLOCATED WORKERS PROGRAM (PY'96)" AND
APPROPRIATING FUNDS FOR OPERATION OF EACH
COMPONENT IN THE RESPECTIVE AMOUNTS OF
$500,000, $200,000 AND $700,000 FROM U.S.
DEPARTMENT OF LABOR GRANT AWARDS; SAID
FUND APPROPRIATIONS TO BE RETROACTIVE TO
JULY 1, 1996; AUTHORIZING THE CITY MANAGER
TO ACCEPT THE AFOREMENTIONED GRANT
AWARDS AND ENTER INTO THE NECESSARY
AGREEMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, WITH THE SOUTH FLORIDA
EMPLOYMENT AND TRAINING CONSORTIUM;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Congress of the United States adopted Public Law 97-300, the
Job Training Partnership Act (JTPA) on October 13, 1982 to establish programs to
prepare youth and unskilled adults for entry into the labor force and to afford job training
to economically disadvantaged persons and other individuals facing serious barriers to
employment, who are in special need of such training to obtain productive employment,
and
WHEREAS, the City operated the NET Neighborhoods Jobs Program in PY' 96
to meet the mandate of the aforementioned Public Law; and

WHEREAS, the South Florida Employment and Training Consortium has awarded
the City $500,000 under Title IIA to retrain Economically disadvantage adults from the
general population, ex -offenders, recipients of aide to families with dependent children
(AFDC) and handicapped persons; and
WHEREAS, the South Florida Employment and Training Consortium has awarded
the City $200,000 under Title IIC to provide employment and Training assistance to
economically disadvantage youths; and
WHEREAS, the South Florida Employment and Training Consortium has awarded
the City $700,000 of Title III funds to provide retraining for dislocated workers;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Funds are hereby established and
resources are hereby appropriated as described herein retroactive active to July 1, 1996:

Section 3. This appropriation is contingent upon funding by the South Florida
Employment and Training Consortium and the City Manager's acceptance thereof.
Section 4. The City Manager is hereby authorized 1/ to accept the grants and to
enter into the necessary agreements, in a form acceptable to the City Attorney, with the
South Florida Employment and Training Consortium.
Section 5. The herein authorization shall remain valid and outstanding even if the
anticipated grant award is reduced or increased.
Section 6. All ordinances or parts of ordinances insofar as they are in conflict with
the provisions of this ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph clause, phrase, or work of this
ordinance is declared invalid, the remaining provisions of this ordinance shall not be
affected.
1/ The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.

Section 8. This Ordinance shall become effective thirty (30) days after final
reading and adoption thereof and retroactive to July 1, 1996.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Ordinance which
establishes three (3) new special revenue funds entitled: "JTPA Title IIA NET/Neighborhood Jobs
Program (PY 96)," "JTPA Title IIC NET/Neighborhood Jobs Program (PY 96), "JTPA Title III
Dislocated Workers Program (PY 96)" and appropriating funds for the operation of each component
in the respective amounts of $500,000, $200,000 and $700,000 from the U.S. Department of Labor
grant awards through the South Florida Employment and Training Consortium.
BACKGROUND
The NET Community Development Department has prepared legislature appropriating funds and
establishing the following three (3) special revenue funds as a result of grant awards from the South
Florida Employment and Training Consortium (SFETC):
1. JTPA Title HA (PY 96)
The Consortium (SFETC) has awarded the City $500,000 to train and provide job placement
assistance for the economically disadvantaged adults from the general population, ex -offenders,
recipients of aid to families with dependent children (AFDC) and handicapped persons.
2. JTPA Title IIC Youth Program (PY 96)
The Consortium (SFETC) has awarded the City $200,000 to provide employment and training
services to economically disadvantaged youth.
3. JTPA Title III/Dislocated Workers Program (PY 96)
The Consortium (SFETC) has awarded $700,000 to provide retraining and direct placement
assistance to dislocated workers.
The aforementioned programs are operated in the NET/Neighborhood Jobs Program.

Adoption of the proposed legislation establishes the above references new special revenue fund and
appropriate funds for each account as outlined above. This legislation also authorizes the City
Manager to accept each grant award and enter into agreements with the South Florida Employment
and Training Consortium.
