ENCLOSURES:
It is respectfully recommended that an Emergency Ordinance establishing a Special Revenue Fund
entitled: "Anti -Gang Initiative," accepting a grant from the U.S. Department of Justice, in the
amount of $500,000.00, and appropriating said funds for the operation of same, be adopted.
BACKGROUND:
The Miami Police Department is taking a comprehensive approach to eradicate the most violent
and influential gangs operating within our City. The eradication of a gang is not an easy task. It is
long term, complicated, and demands extraordinary resources from various units within the Police
Department. The methods used are varied, but the core component will be to treat gangs as
emerging organized crime groups and to target them as such. To accomplish this task, the U.S.
Department of Justice has authorized a grant, in the amount of $500,000.00, to be used towards the
payment of overtime, equipment, consultants, and other related expenses. No matching funds are
required by the City of Miami.
This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public
need for the preservation of peace, health, safety, and property of the City of Miami, and upon the
further grounds of the necessity of the City of Miami to make the required and necessary payments
to its employees and officers, payment of its debts, necessary and required purchases of goods and
supplies, and to generally carry on the functions and duties of municipal affairs.
