ORDINANCE NO. 11372
AN EMERGENCY ORDINANCE SCHEDULING A SPECIAL
ELECTION TO FILL THE GROUP I MAYORAL VACANCY;
SETTING JULY 23, 1996, AS THE DATE OF SUCH
ELECTION AND FURTHER ESTABLISHING
DULY 1, 1996, 5:00 P.M. AS THE QUALIFYING
DATE THEREFOR; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, due to the death of Mayor Stephen P. Clark, there
is a vacancy in the Group I Mayoral position in the City of
Miami, Florida; and
WHEREAS, it is the desire of the Commission of the City of
Miami to allow the electors to fill such vacancy pursuant to City
Charter provisions relative to same;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

Section 2. A Special Election to fill the Group I
Mayoral vacancy is hereby scheduled and the date of
July 23, 1996 is hereby set as the date of such election.
Section 3. The date of July 1, 1996 is hereby set as the
qualifying date for said special election. Said July 1, 1996
qualifying cut-off time shall be 5:00 P.M.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami.
Section. 7. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 8. This Ordinance shall become effective
immediately upon its adoption.

Attached hereto is a revised Emergency Ordinance No. 11372 which includes reference to the
cut-off time of 5:00 p.m. on July 1, 1996, for qualifying for the subject special election. The City
Commission specifically included said cut-off time in their motion and vote on this ordinance, but
the cut-off time was omitted from the ordinance originally transmitted to your office.
Please substitute the attached corrected ordinance [J-96-515LA for the ordinance we sent you
earlier, as this version more accurately reflects the City Commission's action of June 14, 1996.
