ORDINANCE NO. 113 4 1
AN ORDINANCE ESTABLISHING TWO (2) SPECIAL
REVENUE FUNDS, AS FOLLOWS, AND APPROPRIATING
FUNDS FOR THE OPERATION OF SAME: "EDISON
PLAZA HUD, SECTION 108", IN THE AMOUNT OF
$2,700,000, AND "EDISON PLAZA ECONOMIC
DEVELOPMENT INITIATIVE GRANT" IN THE AMOUNT
OF $670,000, AS APPROVED BY THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
("HUD"), FOR A TOTAL COMMUNITY DEVELOPMENT
BLOCK GRANT ("CDBG") APPROPRIATION OF
$3,370,000; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the Department of Housing and Urban Development
("HUD") has approved a Section 108 Loan Guarantee in the amount
of $2,700,000 for the development of the Edison Plaza Project by
the Tacolcy Economic Development Corporation (TEDC); and
WHEREAS, HUD has also approved an Economic Development
Initiative Grant in the amount of $670,000 for the same project;
and
WHEREAS, the herein Ordinance is a proper vehicle to
appropriate the aforesaid funds;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Funds are
hereby established and resources are hereby appropriated as
described herein:
FUND TITLE: Edison Plaza HUD Section 108
RESOURCES: Federal Loan - U.S. Department of
Housing and Urban Development $2,700,000
APPROPRIATION: Edison Plaza HUD Section 108 $2,700,000
FUND TITLE: Edison Plaza Economic Development
Initiative Grant
RESOURCES: Federal Grant - U.S. Department of
Housing and Urban Development $ 670,000
APPROPRIATION: Edison Plaza Economic Development
Initiative Grant $ 670,000
Section 3. The herein total appropriation of $3,370,000
refers to the development of the Edison Plaza Project of the
Tacolcy Economic Development Corporation for the Model City
Neighborhood target area.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.

RECOMMENDATION
It is respectfully recommended that the City Commission approve the attached Ordinance
appropriating $3,370,000.00 of Community Development Block Grant Funds from the
Twenty -First Year, and further establishing two (2) new special revenue funds for the
development of the Edison Plaza Project of the Tacolcy Economic Development Corporation
(TEDC) as approved by the U.S_ Department of Housing and Urban Development (HUD)_
BACKGROUND
NET has analyzed the/need to establish two (2) Special Revenue funds in the amount
specified as follows: Edison Plaza Section 108, $2,700,000.00; Edison Plaza Economic
Development Initiative Grant, $670,000.00.
The Department of Housing and Urban Development has approved a Section 108 loan
Guarantee in the amount of $2.7 million dollars and an EDI Grant of $670,000.00 for a total
appropriations of $3,370,000.00.
