ORDINANCE NO. �" 3
AN EMERGENCY ORDINANCE ESTABLISHING A SPECIAL
REVENUE FUND ENTITLED: "GANG REDUCTION
ACTIVITIES AND SPORTS PROGRAM," AND
APPROPRIATING FUNDS FOR THE OPERATION OF SAME
IN THE AMOUNT OF $178,136 CONSISTING OF A
GRANT FROM METROPOLITAN DADE COUNTY;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO ACCEPT SAID GRANT;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Miami Police Department is continuing its
efforts toward educating the youth of our community to the
dangers of gang involvement; and
WHEREAS, the Gang Reduction Activities and Sports Program
("G.R.A.S.P.") is designed to further this commitment by
providing alternate activities for ex -gang members and potential
gang members; and
WHEREAS, Metropolitan Dade County has approved an award of
$178,136 toward the payment of salaries/overtime, activities,
vehicle and maintenance agreement purchases, other related
expenses, and monies to hire a full-time Case Manager/Project
Coordinator and a part-time Typist Clerk II, with matching funds,
in the amount of $59,379, required from the City of Miami; and
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

Section 3. The City Manager is hereby authorized) to
accept the grant, as set forth in the Preamble to this Ordinance
and to execute the necessary documents, in a form acceptable to
the City Attorney, for the acceptance of same.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
' The herein authorization is further subject to compliance with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.

Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 7. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 8. This Ordinance shall become effective
immediately upon its adoption.

It is respectfully recommended that an Emergency Ordinance
establishing a Special Revenue Fund entitled "Gang Reduction
Activities and Sports Program," accepting a grant from
Metropolitan Dade County, in the amount of $178,136 and
appropriating funds for the operation of same, be adopted.
BACKGQOUND:
The Miami Police Department is continuing its efforts in
educating the youth of our community in the dangers of gang
involvement. Toward this end, the Gang Reduction Activities and
Sports Program (G.R.A.S.P.) was established. This program will
target ex -gang members and gang wannabes in the City of Miami by
providing them with productive, alternate activities.
Metropolitan Dade county has committed $178,136 toward the
payment of police salaries/overtime, vehicle and maintenance
agreement purchases, other related costs and monies to hire a
full-time Case Manager/Project Coordinator and a part-time Typist
Clerk II. Matching funds, in the amount of $59,379, are required
from the City of Miami.
This Ordinance is being requested on an emergency basis on the
grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon
further grounds of the necessity of the City of Miami to make the
required and necessary payments to its employees and officers,
payments of its debts, necessary and required purchases of goods
and supplies, and to generally carry on the functions and duties
of municipal affairs.
