ORDINANCE NO.
AN ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED:"WYNWOOD FREE TRADE
ZONE SECTION 108", AND APPROPRIATING
$5,500,000. FOR THE OPERATION OF SAME, AS
RECEIVED FROM THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT ("HUD"), SECTION 108 LOAN
GUARANTEE; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Department of Housing and Urban Development
("HUD") approved a Section 108 Loan Guarantee in the amount of
$5.5 Million for the development of the Wynwood Free Trade Zone
by Dade Foreign Trade Zone, Inc.; and
WHEREAS, it is'necessary to establish a Special Revenue Fund
and appropriate the funds for said Loan Guarantee;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:

RESOURCES: U.S. Department of Housing
and Urban Development (HUD) -
Section 108 Loan Guarantee $5,500,000
APPROPRIATION: Wynwood Free Trade Zone
Section 108 $5,500,000
Section 3. The herein total appropriation of $5,500,000.
will be used to finance the development of the Wynwood Free Trade
Zone Complex, a project of the Wynwood Community Economic
Development Corporation to be developed by Dade Foreign Trade
Zone, Inc.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
the Ordinance are hereby repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.

It is respectfully recommended that the City Commission approve the attached Ordinance
appropriating $5.5 million dollars of Community Development Block Grant Funds from the
Twenty-first Year, and further establishing one (1) new Special Revenue Fund for the
development of the Wynwood Free Trade Zone as approved by the U.S. Department of
Housing and Urban Development (HUD)
BACKGROUND
NET has analyzed the need to establish one (1) Special Revenue fund in the amount
specified as follows: Wynwood Free Trade Zone, Section 108-$5,500,000.00.
The Department of Housing and Urban Development has approved the Section 108 Loan
Guarantee in the amount of $5.5 million dollars for a total appropriation of said amount.
