SERVICE'S POLICY OF DEPORTING ALL CUBAN NATIONALS,

UNITED STATES, WHO ILLEGALLY ENTER INTO THE -UNITED
STATES' TERRITORY AFTER DECEMBER 6, 1996, AND TO

INTERGOVERNMENTAL COOPERATION AGREEMENT (THE
