HomeMy WebLinkAboutItem #27 - Discussion Item�i CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : The Honorable Mayor and Members of the City Commission DATE : NOV 12 1995 FILE SUBJECT : Resolution Allocating Emergency Shelter Grant Funds FROM : REFERENCES: Vrretlt Stierheim ENCLOSURES: City Commission Agenda City Manager November 21, 1996 It is 'respectfully recommended that the City Commission adopt the attached resolution which allocates $347,000 Emergency Shelter Grant Funds for three (3) previously approved homeless projects, and further authorizes the City Manager to execute agreements with said agencies in a form acceptable to the City. On March 23, 1996, the City Commission adopted Resolution 96-208 which authorized the City Manager to submit the City of Miami's 1996 Consolidated Plan to the U.S. Department of Housing and Urban Development (U.S. HUD) The Consolidated Plan included an Action Plan reflecting specific projects to be implemented by the City of Miami through the 1996-97 Emergency Shelter Grant. When the City Commission adopted the Action Plan, it was anticipated that the City's Emergency Shelter Grant would remain at the previous year's funding level of $494,000. However, when U.S. HUD released its 1996-97 allocations, the City's grant was reduced to $347,000. The Action Plan included the following three (3) projects providing services to the homeless population: Betterway of Miami, Inc. - This Agency is recommended for funding at the current level of $20,000 to supplement operational expenses of this homeless shelter for recovering substance abusers. Christian Community Service Agency, Inc. - This Agency is recommended for funding at a level of $80,000 to supplement operational expenses at the agency's New Life Family Shelter. This shelter is the only homeless shelter which provides services for intact families. This recommendation reflects a $20,000 reduction from the 1995-96 Emergency Shelter Grant allocation from the City. IMN A 2 City of Miami Homeless Project - This City operated project is recommended for funding at a level of $227,000 to supplement operational expenses for this information and referral program for the homeless. This recommendation reflects a reduction of $44,390 from the project's 1995- 96 Emergency Shelter Grant allocation from the City of $271,390. The proposed resolution effectuates the intent of the approved Consolidated Plan by allocating $347,000 of Emergency Shelter Grant Funds to the aforementioned previously approved agencies, and further authorizes the City Manager to execute agreements with these agencies in a form acceptable to the City Attorney.
