Foe REFERENCES : (October 10, 1996 Agenda) City Clerk ENCLOSURES: (List of Members) The Citywide Community Development Advisory Board was created to advise the City Commission on community development and housing needs. The board will be responsible for providing a leadership role in encouraging target area -wide resident participation in the citywide grant process as follows: (a) Promoting interest in grant activities in the target areas; (b) Providing residents with an opportunity to discuss community concerns and related issues; (c) Providing an opportunity for City residents to identify community needs; (d) Facilitating two-way communication with government representatives and target area residents, and assisting the City in communicating its program services and benefits to residents; (e) Recommending priorities for community improvements; (f) Reviewing the progress of community improvement activities; and (g) Conducting public meetings. City Code Section 2-429 states: "The terms of office of the members of each board shall run concurrently with the term of office of the commissioner that nominates each member. When the nominating commissioner leaves office the board member's term shall expire." Thirteen (14) appointments are needed at this time: • Mayor Carollo has two vacancies to fill. • Commissioner Regalado has one nomination. Said seat is presently held by Dorothy Quintana, who had been nominated by then Commissioner Carollo for a term which will expire on May 5, 1997. • Commissioner Dunn has two nominations. Said seats are presently held by former Commissioner Miller Dawkins and Irby McKnight, who had both been nominated by former Commissioner Dawkins for terms which will expire on May 5, 1997. • Commission at -large: has eight confirmations. The eight elected target area members have terms which expired on May 5, 1996. The Department of NET/Community Development held elections in each of the eight target areas in August. The results of said elections are as follows: Mariano Cruz was elected in Allapattah. Balaam Welcome was elected in Overtown, Fernando Gonzalez was elected in Little Havana. Lorenzo Jackson, Jr. was elected in Model City. Eleanor Kluger was elected Downtown. Frankie Shannon Rolle was elected in Coconut Grove Bruce Hammerstrom and Carline Paul received a tie vote in Edison/Little River. No one was elected in Wynwood. 66-- 743 �i t. Linda Kearson, Assistant City Attorney and counsel for the Citywide Community Development Advisory Board, informed us that the City Commission may take one of the following actions: [a] appoint a representative in the case of Edison/Little River (tie vote) and Wynwood (no nomination was made for target area seat), where the elections did not produce one winner; or (b] direct the Administration to hold another election in either one or both of said target areas. Please be aware that meetings for this board begin October 4, 1996; therefore, holding another election for the two target areas that did not elect members (Edison/Little River and Wynwood) would delay filling those seats until after the meetings have begun. For your information, attached please find a copy of the current membership to said board.
