MINUTES OF SPECIAL MEETING OF THE
CITY COMMISSION OF MIAMI, FLORIDA.
On to 4th day of September, 1996, the City Commission of Miami, Florida, met at its
regular meeting place in the City Hall, 3500 Pan American Drive, Miami, Florida in special
Ssai0n.
The meeting was called to order at 12:22 p.m. by Mayor Joe Carolla with the following
members of the Commission found to be present:

of his sons. I don't think I have missed any more of our elected of icials here, We have, I think,
former Commissioner Rosario Kennedy here, also.

Brother Paul: Let us pause a brief moment, and thank Gad for this day, and to thank God for the
proms of democracy, and to thank God for raising up before us leaders, leaders that will lead
with God's mind, with justice and with honor, and respecting every human being, regardless of
his nationality, his race., his sex or his standing in the community. Let's also ask God for good
health for all the elected officials, and those old elected officials that we have, that they will
remain in good health, in mind and body, and that they will be inspired by God and His will.

officially accepting the attached City Clerk's Certification and Declaration of the results of the
City of Miami special election held on September 3, 1996 for the election of a Commissioner in

Florida Statutes and the power vested in us by the people of the State of Florida„ and the Charter
of the City of Miami, please join us as, we officially swear in Miami City Commissioner. Tomas
Regalado.
The honorable Judge Gerald Bagley (Circuit Judge): Good afternoon. This is an extraordivary
Mcad in the City of Miami history. We recently celebrated the 1Mh anniversary of the Cityof
iami. "Today; we joist hands and march forward in this new century for the people of the City
of Miami. Yesterday, I joined Tomas Regalado in the victory at the polls, and want to
a nowledge my gratitude to the voters of Dade County, as well as the City of Miami. We can
WY say in this new century that we live, in a wmmunity where, side by side, on the ballot, an
Af can -American can claim victory with a Cuban -American and win, bmuse the people
rompize their ability to perform the job to which they have been elect.

The Honotable Judge Shelley Kravitz (County Judge): First of all, I want to say to my friend,
Tomas, "Muchas felicidad s, mucho exito."

Judge Kravitz.- Congratulations and much success. We are privileged to live in one of the most
ethnically diverse communities in these United States of America. It is reflected in our judiciary,
as you can we here before you today. And it is reflected in the elected body of the City of
Miami. It is my privilege to begins the official oath for Commissioner Tomas Regalado., to begin
his term today as the new Commissioner for the City of Miami. Please join my colleagues and
the people of the. City of Miami, and repeat after us as we administer the official Oath of Office
for the office of Commissioner for the people of the City of Miami.

protect and defend the Constitution and laves of the United States of America
and of the State of Florida and the Charter of the City of Miami and is all
respects, faithfully discharge the duties of Commissioner of the City of

Judge Esquiroz: Now, I am going to proceed to administer the Oath of Office to Tomas in
Spanish. And, of course, I want to tell you, Tomas, that it is a true pleasure and privilege to be
here today swearing you in, not only bemuse of what this day represents to the City of Miami,
but also because you have been a friend for many years now, s-Inc : 1984. Remember that
campaign in 1984, when I first became Circuit Judge. And he has always been a gentle and true

Distinguished jurists and friends of the people of Miami, Mayor and my fellow Commissioners
of the City of Miami. Thirty-seven yearn ago, I carve as animmigmt to the City of Miami. I

gguem the gmtest dmarn anyone can have is to have the people of the City where you live in. a
demom is society put their faith and confidence in you by giving tlheir greatest God-given right,
the right to vote in a free country. I will never violate that faith or that confidence. Today, I
begin a new phase of my life as the fifth vote on the City of Miami Commission. In nay
canrapaign, only 30 days of campaig nting, we visited every community in the City of Miami, and I
intend to represent the people who live in every community of the City of Miami. People
opened their doors to me and invited their nei hbota to mrect with me. I will be the voice, I mope,
and I will work for it, for all the people in is community. I have been a voice on radio for
many years and I am thrilled of the opportunity to not only report on decisions that have been
made, but now, participate in the making of those decisions. Today, we all become part of
history. My gob is to crake cvrtaln when the history is written, and I will be reporting it daily,
that we Dave this City and this world a better lace for our children and our children's children.You know, yesterday, we, after the polls close went to our Lady of Charity Church near Mercy
Hospital, and we. salt these in the Mass and we gave thanks to God for the lave that the people of
Miami gave us. We didn't know at that time that we had won. We had heard through the polls
that we had lost. But yet, we went to give thanks. Because during this 30 days, we: have seen so
much love, so much trust, so much confidence that the people of Miami have deposited in us, my
family and myself, that we were really happy to have done this. Then after we finished the
Mass, then we learned that we had won, and we had won big. So I guess that this is an example
of how we can and we should deposit our future in the hands of God, but also with the help of
the work of men and women, many of them, very good warkers of the City of Miami, who I am

Mayor Caroilo: And someone that we are very proud to have here with us, someone that rani a
heck of a strong campaign, but an honorable and clean campaign, that's Richard Dunn. Richard.
