Santana and I had the opportunity of meeting with you to discuss the possibility of changing the street and avenue numbers from the Coconut Grove neighborhood area bounded by SW 22nd Avenue and SW 27th Avenue on the east -west sides and SW 28th Street and US 1 Highway on the south -north sides, respectively. On behalf of the neighbors of the target area whose consent we have received, we want to express our gratitude for listening to our collective request and for being supportive of it. During our brief meeting we were able to sharewith you the results of a neighborhood survey which resulted in an overwhelming majority of support for this change. We were also able to explain to you the main reasons why we are seeking these name changes: - consistency with the rest of the Coconut Grove neighborhood; - diminishing the confusion caused by having streets with the same street number on opposite sides of US 1; - increasing the market value of the properties in the target area consistent with the value of other properties in the Grove area (property taxes already reflect this). In addition, we had the opportunity of providing you with a copy of the letter that was sent to Ms. Christina Abrams, Coconut Grove NET administrator on December 1, 1993. We hope to get a response from her soon as she has hot contacted us to date. We hope that your support of and commitment to this effort will generate the results that are much desired by the majority of the residents in this area. Please let us hear from you soon. Together with a group of neighbors, we have taken the initiative to distribute a flyer (please see enclosed copy) asking the neighbors if they agree and support the idea of the street changes. A total of 197 copies of this flyer was distributed to each and every single family in the target area including some businesses that are located within these boundaries. To date, a total of 76 families (almost 40%) have signed and returned the flyer. of the total amount of respondents, only 4 families are against the change; the rest are in favor. We have talked to some of the neighbors who have not returned their signed form and they will be doing that soon. We suspect that an additional 10% of the neighbors will show support for the change. While there is still no general consensus about some of the street names, the general concept has been endorsed by the majority of the survey respondents. A great many hours have been dedicated to this project and we now turn to you for a preliminary meeting with the neighbors so that we may formally present the survey results and our suggestions to you. Your advice and observations would certainly be appreciated. We look forward to hearing from you at your earliest convenience. The Miami Street Codesignation Review Committee is hereby created and may be referred to by that term or "codesignation committee" or "committee." (b) Composition; terms; appointment; removal. (1) The committee shall consist of five (5) mem- bers, all of whom are appointed by the city commission. (2) All members shall serve without compen- sation for terms of office as indicated herein and shall be subject to removal by the com- mission for any cause. Any vacancy occur- ring during such term shall be filled for the remainder of the term in the same manner as the original appointment. (3) The terms of office of the initial member- ship of the committee shall be as follows: a. Category A Two (2) members shall be appointed to serve until the first com- mission meeting following the 1991 reg- ular city election. The commissioners elected from groups II and III shall each make one (1) nomination of an indi- vidual to serve as a member in this category. b. Category B. Three (3) members shall be appointed to serve until the first com- mission meeting following the 1993 city election. Supp. No. 39 (4) Numbered streets shall only be codesig-`'. nated if there is significant historical, neigh 'y borhood or community benefit to the code- signation. (5) Numbered street codesignations shall not exceed Five (5) blocks in length. (6) There shall be a hiatus at least five (5) blocks in length between consecutive code- signations in numbered streets. (7) Numbered streets shall not be codesignated with the names of public officials holding office at the time of the codesignation. A period of no less than five (5) years shall elapse after a living public official's termi• nation of office before a numbered street shall be codesigriated with the name of such public official. 'Expenses: :- All expenses on the part of the city or any other governmental agency resulting from requests for street codesignations, markers or plazas shall be borne by the applicant. Initial expenses include, but are not limited to, newspaper advertising, posting of notification plac- ards, postal notification to local residents and postal correspondence to the applicant. Upon ap- proval by the city commission of a request for street codesignation or a marker or a plaza, the applicant shall pay all additional expenses re- lated to the permits, manufacture and installa- tion of the appropriate signs and related appurte- nances. A nonrefundable deposit in the amount of four hundred dollars ($400.00) toward the initial expenses outlined in this section shall accompany any request for a street codesignation or for a des ignation of a marker or a plaza. It is our understanding that the historical name for 22nd Avenue was Citrus Road. We would much prefer that to Marjorie Avenue. We also understand that the immediate area abutting 22nd Avenue in the north Grove was the town of Silver Bluff, and the present park is the site of the old Silver Bluff town hall. A name like Silver Bluff Avenue or Silver Bluff Road is much more appealing. Finally, if the preferred change would be to homor Marjorie Stoneman Douglas, naming the street Stoneman Drive or Stoneman Avenue sounds far better than Marjorie Avenue, and would honor not only Marjorie Stoneman Douglas but her father (Stoneman) who we understand was one of the early editors of the Miami Herald. Since Mrs. Stoneman Douglas has already been honored by the park named for her on 22nd Avenue, there is no pressing need for further recognition of her alone. Our objective to "Marjorie" as a street name relates to the fact that so many developers in the past when platting subdivisions use the first names of their wives, parents and children that "common first name" streets sound funky. Finally, please know that my husband and I both think that a change from numbered to named streets is excellent.
