Lease Agreement REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission hold a discussion concerning the attached request received from Miami Rowing Club, Inc. As one of the founding members of this club, the City Manager excuses himself from making any recommendations regarding this matter, and he defers to the City Commission for their recommendations. Miami Rowing Club, Inc. initially entered into a lease agreement with the City of Miami in July of 1977, for a parcel of land located within the area presently occupied by Rickenbacker Marina. Subsequently, that lease agreement was terminated, canceled and surrendered by the Miami Rowing Club, Inc. In exchange, on November 13, 1981, Miami Rowing Club, Inc. entered into their present lease agreement with the City of Miami for a certain parcel of land located adjacent to the Marine Stadium. This leased area has been used for rowing training and related activities, storage of hulls and equipment, rowing practice, and competitions by club members, among other events. The termination date of this lease is December 1, 2000, with no renewal options. The Miami Rowing Club, Inc. has made the attached request for a twenty (20) year extension of their present lease. The City's Office of Asset Management suggests certain recommendations in response to the club's request: • Miami Rowing Club, Inc. should cure all outstanding queries. • They should surrender their existing lease. • A new triple net lease should be executed, upon receiving City Commission approval, for a twenty (20) year term to include fair return to the City based on the leased area's value in use. A. --wow1 -Li Dear Mr. Rodriguez: We formally request a 20 year continuation of our lease. We would like this lease extension to be an agenda item at the June 13th City C.omtnission Meeting. The ht.Eanu Rowing Club continues our commitment to improving the image of Miami with respect to water sports on a national and international level for both the sports of rowing and kayaking. The Miami Rowing Club was founded in 1973 and is a not for profit corporation, recognized by the United States Government as a 501 C04 Corporation since 1980. Since our occupation at the present leased property, adjacent to the INtiami Marine Stadium, we have provided the following public services: 1. Introduction to rowing classes, available to all youth of the area and to the general public. (A current newspaper article generated more than one hundred calls from the people interested in learning more about rowing.) 2. Competitive High School Program available to both boys and girls of high school age. 3. Inner City mouth Rowing Program, started in 1985, with Linda Eads, Dade County Public Schools and Nestor Carbonell, coordinated with the City of Miami Parks and Recreation Department, when bus transportation wus available. 4. Provide five days rowing and water sports camp for Inner City youth, coordinated with the City of Miami Parks and Recreation Deprartment. This year, up to one hundred children, ages ten through thirteen have been invited to attend. 5. Establish wind conduct regattas unnually. 96-- 416 3 06/04/96 2:17PM;j #755;Page 213 This year the twenty third annual Miami International Regatta had mare than one thousand competitors from the US, Canada and Puerto Rico. More than one thousand competitors and spectators came to participate and witness the Miami International Regatta. Competitors filled 950 soars and came from the United States. Canada and Puerto Rico. This was 1ximadly a high school rowing regatta where more than 16 high schools rowing teams competed, all students from within the State of Florida, The Regatta was a resounding success. The Miami skyline. weather, and rowing conditions once again made Miam. u wonderful place for these visitors to spend their time. Other National and International Regattas of note: a) 1982 United States Junior Nationals b) 1982 and 1990 United States Musters National Rowing Championships c) 1991 lF.I.S.A. World Mowing Championship (voted "Regatta of the Year") 6. Miami Swim Mile at the Miami Rowing Club for the pact three years. 7. Middle School kayak training program. 8. Combated ,juvenile delinquency in the City of Miarai, by providing now and challenging activities to youngsters who night not have had the opportunity. 9. Aided and provided for facilities for rowing, swimming and kayaking for the public in the City of Miami. 1o,'Pioncercd in the development of competitive cawing in the Southeast, i.e. incubator for the development of the rowing programs for UM, FW, Barry College, the Mast Academy and other,, 11. Provided equipment and training to City of Miami Police and Film Deparumenti. in the sport of rowing. 12. Availed our facilities for meetings to other community based not -for -profit and charitable organizations. 13. Recognition for the City of Miami, both nationally and internationally as a premier rowing center; 14. Club made available for fund raising f metioms to: Brothers to the Rescue Mothers Against Repression La L.iga Contra el Cancer 15. Students at the Mast Academy used the Club's pool while their pool was being recoristructed. Our current membership consists of one hundred eighty senior citizens Over sixty five, u sixty junior members under aged twenty seven and one hundred regular members. Our membership is open to all, without restriction and our facilities ue open to the public. (Thefacilities and equipment are available for one month at no cost to beginning towers.) The continuing mission of the Miami Rowing Club is to Promote water sports activities in the City Of Miami. Current programs m progress, High School Rowing, Middle School Kayajdag, Swimming, Summer Aquatics Sports Camp and an open rowing program available to all those interested in rowing Sin ly, Howard Kosowsky Treasurer.
