HomeMy WebLinkAboutM-96-0355TO: FROM CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM The Honorable Mayor and Members of ft-City Commission Ces i City ger Recommendation: DATE : APR 15 1995 SUBJECT: Proposed Resolution FILE : REFERENCES: Towing Service/Fleet Service ENCLOSURES: Center It is respectfully recommended that a Resolution authorizing the procurement of towing services, from various towing companies, utilizing an existing Metropolitan Dade County Bid No. 4418- 2/97-1, at a total cost of $50,000.00, be approved. Funding is to be from the Fleet Service Center Operating Budget, Project No. 503001, Index Code 421701. Background The Fleet Service Center currently employs six (6) Auto Mechanic Helpers who are assigned to provide road service 24 hours a day, 7 days a week. The average annual cost is approximately $225,738.00. As a result of two previous retirement opportunities, a large number of "Motor Pool' employees have retired; however, the fleet of vehicles has increased by over 50%. Even with six employees assigned to road service, often Auto Mechanics are utilized to supplement the Auto Mechanic Helpers when they are sick or on vacation. Aside from the obvious cost to provide on - call road service, when additional personnel are pulled from their duties, there is a chain effect in overall productivity. On average, the police fleet has averaged over 150 "downed" vehicles daily. The average time for a basic oil change is over three hours. The most cost effective process to provide timely road service while simultaneously allowing for greater maintenance and repair productivity is to out -source the road and towing service. The Metro -Dade towing contract is the perfect solution. The price is a reasonable $17.50 per tow for the first ten miles, $1.05 per mile thereafter. This option is much more cost effective than using our rotational wreckers which would cost us an average $40.00 per tow. The immediate benefits, by utilizing this service, is six additional employees to provide preventive maintenance to the fleet and timely towing.
