RECOMMENDATION:
It is respectfully requested that the City Commission adopt the attached Resolution
authorizing the City Manager to enter into a Parking Use Agreement, in a form
acceptable to the City Attorney, with the Department of Off -Street Parking (the
"Department"), for the City's use of Municipal Parking Lots 16 and 17 located under
I-95 at Southwest North River Drive, for the purpose of providing parking for City
employees and City -owned vehicles, said parking use agreement to be: (1) for a
period of thirteen (13) years commencing April 1, 1996 and terminating September
16, 2009; (2) at an annual fee of $13,000.00; and (3) with all terms and conditions as
set forth in the Parking Use Agreement.
BACKGROUND:
The Office of Asset Management has prepared the attached Resolution for
consideration by the City Commission. The City of Miami recently purchase the City
of Miami Riverside Center located at 444 SW 2 Avenue, Miami, Florida. There
exists on such property a six -story parking garage. This on -site parking garage,
however, does not provide sufficient parking to accommodate the parking needs of
City employees and City -owned vehicles.
The Department has Municipal Lots 16 and 17 available for use by the City.
Highlights of the Parking Use Agreement are as follows:
Term. Thirteen (13) years commencing April 1, 1996 and terminating
September 16, 2009.

Cancellation. The City may terminate, without penalty, this Agreement, in
whole or in part, in the event the use of one or both of the Lots is no longer required
by the City. In the event of termination of only one of the Lots, the Use Fee shall be
reduced by 50%.
Use Fee. $13, 000lyr
Improvements. The City, at its sole cost, shall undertake certain
improvements including the repaving, striping and installation of entry gates to the
lots. Additional improvements will require the approval of the Department.
Utilities. City shall pay for utilities provided to the Lots.
Maintenance. City shall maintain in good, clean condition.
Enforcement. The Department shall provide parking enforcement in the
same manner it provides for comparable parking facilities operated by the
Department.
It is recommended, at this time, that the City Commission authorize the City
Manager to enter into the attached Parking Ilse Agreement.
