Dear Mr. Foeman:
I ' have been informed that the Miami City Commission may take up on Thursday,
April 25, a proposal to create NET Councils in the 13 NET Service Areas, each comprised of
2 appointed and 5 elected members. It is my understanding that the NET Council elections are
proposed to be heldva conjunction with City or County elections.
Although many of the NET Service Area boundary lines conform with precinct lines,
some dissect the existing City of Miami precincts. It is my opinion that there would be a great
deal of confusion and error in those precincts that contained 2, 3 or 4 NET Service Areas and
therefore multiple ballots. Changing the precincts to conform to the NET Service Area
boundaries is not a possible solution since precinct Iines have been drawn to conform to
Congressional, State Senate, State Mouse, School Board and County Commission boundary
lines. Therefore, if this proposal receives the support of the Miami City Commission, I strongly
urge that either the NET Service Areas be reconfigured to follow precinct lines or that elections
for NET Councilmernbers not be held on City or County elections.
