RE: Status Report on Miami Capital Development, Inc. (MCDI)
and funding request - Our Ref. (M#35/96)
Pursuant to the City of Miami Commission of February 29th 1996 enclosed please find a
copy of Miami Capital Development, Inc. Loan Portfolio Statistical Analysis as of the
operating quarter which ended December 31,1995.
The Report indicates that, since its creation in 1980, MCDI has, made 432 direct low
interest loans amounting to approximately $29.6 million. Through these loans MCDI has
been instrumental in attracting matching funds (public and private) of nearly $18.0
million for a pool of approximately $43.8 million in total economic development. This
investment has impacted the creation of approximately 3159 new jobs and the
preservation. of an estimated 1,375 existing jobs, which are important in the economic
development of this community depressed neighborhoods (target areas).
As a public -purpose lending organization MCDI has played a very prominent and
significant role in facilitating the economic development and revitalization of specifically
targeted neighborhoods in Dade County and the City of Miami. Economic investments
made by MCDI have spurred the . growth and expansion of existing businesses,
encouraged new business formation and development, and stimulated the rejuvenation of
depressed commercial corridors.
For Fiscal Year 1996/97 - (CDBG 22 Year) we were requesting $1,250,000 for the City's
Revolving Loan Fund (RLF) and $250,000 for Administration It is our understanding
that City Staff has recommended to reduce the RLF request to $560,000 and to maintain
the Administration funding at $250,000. (The same level as the previous eight (8) years).

Board of Directors, as well as the continued support of the City of Miami and the
Community Development Advisory Board.

of Miami's staff recommendation.

approved the submission of a HUD grant application for HUD federal funds to the City of Miami

This further certifies that it is understood that, if funding is approved by the City of Miami
Commission, the Agency will enter into agreement with the City of Miami and must meet all
programmatic contractual requirements deemed appropriate by the City (including insurance
requirements). It is also understood that if an applicant provides false, incorrect information and
