Odio, City Manager Date: February 20, 1996 RE: Discussion Item: City of Miami Projects to be included in Proposed $200 Million Parks, Recreation, Beaches and Cultural Facilities Bond Measure (2/29%96 City Commission Meeting) As a follow-up to the attached January 23, 1996 memorandum, I have scheduled as a discussion item the City of Miami projects that may be included in the Trust for Public Lands' $200 Million Dade County Parks, Recreation, Beaches and Cultural Facilities bond measure proposed for the November, 1996 County Ballot. It should be noted that the lists of projects previously sent to you, have been revised to reflect additional information obtained from the NET Offices and from the Asset Management Department. Please replace the previously sent list with the attached revised list. We have invited representatives from the Trust for Public Land to attend the City Commission meeting in order to address any questions that. you may have. Odlo ENCLOSURES: City.Manager January 23, 1996 FILE: Proposed $200 Million Dade County Parks, Recreation Beaches and Cultural Facilities Measure Attached, for your review, is information from the Trust for Public Land (TPL) regarding a $200 million Dade County Parks, Recreation, Beaches and Cultural Facilities Measure proposed for the November, 1996 county ballot. If the proposed bond measure is approved by the voters, there will be available funds on a per capita basis for each municipality in Dade County. In addition to the per capita pass -through funds, grant funds will be available for specific projects within each municipality. The measure would be funded through an assessment on property. We were requested to submit a list of specific projects by January 15, 1996. Since the established deadline did not provide sufficient time to obtain community input, we indicated to the TPL that the lists we would be submitting at this time would be preliminary in nature. As a result, we were given until March 1, 1996 to submit our final list We are attaching, for your consideration, two (2) preliminary draft lists of potential City of Miami projects. The first list contains forty-four (44) projects and was prepared by the Parks and Recreation Department. The second list is composed of twelve (12) projects that our Community Planning and Revitalization Department wants to include in this proposed measure. Your recommendations or comments regarding these projects are most welcomed. Also, it should be noted that we are in the process of distributing these draft lists to all of our Neighborhood Enhancement Team (N.E.T.) Offices so that neighborhood meetings can be scheduled to obtain input from our citizens. Once we receive input from your respective offices and and from NET, it would be our plan to formulate a final list to be approved at the second City Commission Meeting in February (currently scheduled for February 22, 1996). As you may know, if the proposed bond measure passes, there will be available-ffinds on a per capita basis for each municipality in Dade County. The measure would provide approximately $200 million to improve, preserve, and restore park, recreation, beach and open space lands, and cultural and historical facilities throughout Dade County. The measure would expand and improve neighborhood and regional parks, help prevent juvenile crime by providing positive recreation opportunities for youth, improve beaches and protect threatened environmental and natural lands. A coalition of citizens, neighborhood organizations and community leaders is working to develop this measure. Providing positive recreation alternatives will help reduce juvenile crime by keeping youth off the streets and out of trouble. As our population continues to expand, it is vital that we provide safe places for our children to play and quiet areas where we can escape from the traffic and urban pressures we face every day. We need to act now if we hope to set aside some of our remaining natural lands so our children can enjoy them in the future. Our recreation facilities are aging and haven't kept up with our rapid population groufth; in one season, 228 youth ball teams were turned away from a single county park. These projects will be included in the measure with a specific funding amount for each project, allocation to a particular public agency and general designation of the area in which the funds will be spent. These projects can include acquisition, development and/or rehabilitation of park, recreation, cultural, coastal, trail or other open space lands anywhere in Dade County. This property is currently used as a theater and an office building which houses primarily services to the community such as day care, food stamp offices and immigration assistance. Due to the condition of the buildings, the City has had difficulty in renting space at market rates. If the buildings are not improved soon, the current tenants will likely relocate to more acceptable facilities. Many of the residents in the area are elderly and are unable to drive to alternative sites thereby making it essential to maintain these types of services in the area. It is critical not to have these buildings vacated as it will only contribute to the economic downfall of the neighborhood. Enhancements to the theater including provisions for the handicapped and aesthetically improving the site should help promote greater use of the theater. This greater use could provide the necessary economic boost the neighborhood needs so desperately. 8. Who would operate and manage the property after acquisition? Have they agreed to do so? Currently the City is operating the Manuel Artime Community Center. We are seeking a lessee for the property who in turn would operate the Manuel Artime Community Theater and rent out the office space. A group of dedicated community leaders is working toward the establishment of an environmental education facility for youth on the southern portion of Virginia Key. Mabel Fentress Miller is coordinating the project and has worked with me for many years on conservation education programs. She designed and directed the first marine science camp in the Florida Keys which ultimately became SFACAMP. Her experience in environmental education is unparalleled, with her help the project will be a success. T ask you and the City Commission to join their efforts, T appreciate that you sent your representative, Martin Laburu, to meet with the group on March 3, 1990.
