RESOLUTION NO.
A RESOLUTION ACCEPTING A GRANT, IN THE AMOUNT
OF $100,000, FROM THE U.S. ENVIRONMENTAL
PROTECTION AGENCY TO CONTINUE THE REGIONAL
BROWNFIELDS DEMONSTRATION PILOT PROJECT
THEREBY REMOVING ENVIRONMENTAL OBSTACLES TO
ECONOMIC REVITALIZATION WITHIN THE ENTERPRISE
COMMUNITY; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREMENT AND ANY OTHER
DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR THE ACCEPTANCE AND
IMPLEMENTATION OF SAID GRANT.
WHEREAS, pursuant to Resolution No. 96-710, the City
Commission authorized the City Manager to accept a grant in the
amount of $100,000 from the U.S. Environmental Protection Agency
Region IV ("EPA") for a Regional Brownfields Demonstration Pilot
project (the "Project"); and
WHEREAS, the City quickly implemented the pilot project in
Wynwood and expended available funds for environmental site
assessment; and
WHEREAS, the City requested additional grant funds from the
EPA to proceed further with the Project; and
WHEREAS, on September 30, 1997, the EPA amended the original
grant award increasing it by $100,000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
,Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorizedll to
accept a grant ("Grant"), in the amount of $100,000, from the
U.S. Environmental Protection Agency Region IV (-'EPA") to
continue the Regional Brownfields Demonstration Pilot Project
(the "Project") .
Section 3. The City Manager is further authorized to
execute an agreement with the EPA, and any other documents, in a
form acceptable to the City Attorney, for the acceptance of the
Grant and the implementation of the Project.
Section 4. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission
adopt the attached Resolution amending Resolution 96-710,
accepting a grant in the amount of $100,000 from the U.S.
Environmental Protection Agency for expanding the existing
Regional Brownfields Demonstration Pilot Project previously
awarded to the City. These new funds will be used for
environmental site assessment and related expenditures
within the City of Miami.
BACKGROUND:
Resolution 96-710 adopted by the City Commission on 'October
loth, 1996 authorized the City Manager to accept a grant in
the amount of $100,000 from the U.S. Environmental
Protection Agency (EPA) Region IV for a Regional Brownfields
Demonstration Pilot. As the City moved rapidly to implement
the pilot project in Wynwood, the grant funds used for
environmental site assessment were quickly depleted. The
City requested that U.S. EPA Region IV provide additional
grant funds so that the demonstration project could go
forward. On September 3oth, 1997, the EPA amended the
original award increasing it by $100,000. This action
brought the total federal funds awarded to $200,000.
