HomeMy WebLinkAboutR-97-0867J-97-844 12/2/97 RESOLUTION NO. 9 7— 867 A RESOLUTION DESIGNATING THE VIRRICK COMMUNITY WATER SPORTS CENTER PROJECT (PHASE II), ALSO KNOWN AS THE FORMER U.S. COAST, GUARD AIR STATION FACILITY, AS A CATEGORY "B" PROJECT FOR THE PURPOSE OF ACQUIRING PROFESSIONAL PLANNING AND DESIGN SERVICES IN THE FIELDS OF ARCHITECTURE, LANDSCAPE ARCHITECTURE AND ENGINEERING; APPOINTING A CERTIFICATION COMMITTEE OF NOT LESS THAN THREE MEMBERS WHOSE PROFESSIONAL EXPERTISE IS IN THE AREAS OF ARCHITECTURE, LANDSCAPE ARCHITECTURE AND ENGINEERING; AND APPOINTING THE DIRECTOR OF PLANNING AND DEVELOPMENT OR HIS/HER DESIGNEE AS CHAIRPERSON OF THE COMPETITIVE SELECTION COMMITTEE, IN ACCORDANCE WITH SECTION 18-81 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AND CHAPTER 287, FLORIDA STATUTES, AS AMENDED. WHEREAS, the Department of Planning and Development requests the designation of the Virrick Community Water Sports Center (Phase II) , formerly known as the U.S. Coast Guard Air Station, as a Category "B" project; and WHEREAS, Phase I of said project is currently under construction and includes initial stabilization of the hanger structure and its exterior elements, windows, roof and hanger doors; and WHEREAS, Phase II of said project will consist of program planning, marketing and feasibility analysis, and complete design and construction drawings for the interior build -out, selective My c0bMSSION IN,G OF DEC 0 9 1997 �swu&= na. 97— 867 demolition, creation and/or reconstruction of administrative space, new amenities and facilities for water sports and general recreation, shoreline, pier and/or, boat ramp improvements, parking improvements, landscaping, lighting and site work; and WHEREAS, ,such work will require professional consulting services in the specialized fields of architecture, landscape architecture and engineering as well as recreation planning and feasibility analysis; and WHEREAS, Section 18-81 of the Code of the City of Miami, Florida, as amended (the "City Code"), provides regulations for the acquisition of such professional services; and WHEREAS, the City Manager recommends that the Virrick Community Water Sports Center Project be designated as a Category "B" Project in accordance with provisions of said City Code Section, and also requires that the City Commission establish a certification committee of not less than three members; and WHEREAS, the recommendations for appointments to the certification committee are John Jackson, P.E., Enrique Nunez, R.L.A., and Jose Casanova, R.A.; and WHEREAS, the City Manager recommends that the Director of the Department of Planning and Development, or his/her designee, be appointed as Chairperson ,of the competitive selection committee; and WHEREAS, the City Manager will conduct a competitive selection process as required and return to the City Commission at a later date with the results of said process; 2 - 97- 867 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Virrick Community Water Sports Center Project is hereby designated as a Category "B" Project for the acquisition of professional planning and design services in accordance with the provisions of Section 18-81 of the Code of the City of Miami, Florida, as amended, and Chapter 287, Florida Statutes, as amended. Section 3. The following individuals, or their designees if necessary, are hereby named to the certification committee for said project: John Jackson, P.E., Enrique Nunez, R.L.A., and Jose Casanova, R.A. Section 4. The Director of the Department of Planning and Development, or his/her designee, is hereby appointed as Chairperson of the competitive selection committee for said project. Section 5. BACKGROUND The Department of Planning and Development has prepared the attached documentation to initiate a competitive process for obtaining professional architecture, landscaping architecture and engineering consulting services to continue the restoration and adaptive reuse of the Virrick Community Water Sports Center. Phase I of the project is currently under .construction as the "Virrick Gym Restoration Project" and includes initial stabilization of the hanger structure and its exterior elements, windows, roof and hanger door. Phase II of the project will include program planning, marketing and feasibility analysis, and the complete design and construction drawings for the interior build - out, selective demolition, creation and/or reconstruction of administrative space, new amenities and facilities for water sports and general recreation, shoreline, pier and/or boat ramp improvements, parking improvements, landscaping, lighting and site work. This will require professional services in the fields of architecture, landscape architecture, preservation architecture and engineering as well as recreation planning and feasibility analysis. Section 18-81 of the City Code provides regulations for the acquisition of such professional design services. If approved, the attached resolution would designate the Virrick Community Water Sports Center Project (Phase II) as a Category "B" project, and would appoint three design professionals as members of the Certification Committee and the Director of Planning and Development or designee as chairperson of the Competitive Selection Committee.
