RESOLUTION NO.
A RESOLUTION DESIGNATING THE RIVERSIDE
RIVERFRONT REDEVELOPMENT PROJECT AS A
CATEGORY "B" PROJECT FOR THE PURPOSE OF
ACQUIRING PROFESSIONAL PLANNING. AND DESIGN
SERVICES IN THE FIELDS OF ENGINEERING AND
LANDSCAPE ARCHITECTURE; APPOINTING A
CERTIFICATION COMMITTEE OF NOT LESS THAN
THREE MEMBERS WHOSE PROFESSIONAL EXPERTISE IS
IN THE AREA OF ENGINEERING; AND APPOINTING
THE DIRECTOR OF THE DEPARTMENT OF PLANNING
AND DEVELOPMENT, OR HIS/HER DESIGNEE, AS
CHAIRPERSON OF THE COMPETITIVE SELECTION
COMMITTEE, IN ACCORDANCE WITH SECTION 18-81
OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, AND CHAPTER 287-, FLORIDA STATUTES,
AS AMENDED.
WHEREAS, the Department of Planning and Development prepared
a long-range plan for the revitalization of an area adjacent to
downtown and the Miami River known as the "Riverside District";
and
WHEREAS, a portion of the Riverside District plan addresses
the deterioration of the River and calls for a project to improve
the riverfront adjacent to City -owned properties, and to increase
public accessibility to the waterfront; and
WHEREAS, Phase I of said project will consist of an
assessment of the physical needs along City riverfront properties
including Lummus Park, Curtis Park, Sewell Park, Jose Marti Park,
as well as a City leasehold, Garcia Brothers Seafood; and

WHEREAS, Phase II of said project will specifically address
redevelopment for the riverfront portion of Lummus Park - also
known as the old Pioneer Club site; and
WHEREAS, based on the priorities established by the
assessment, work will include, but is not limited to: additional
bulkhead and shoreline stabilization, dredging, marina and boat
slip or ramp improvements, a continuation of the riverwalk,
construction of new public plazas, installation of lighting, site
furnishings and landscaping; and
WHEREAS, such work will require professional consulting
services in the specialized fields of engineering and' landscape
architecture; and
WHEREAS, Section 18-81 of the Code of the City of Miami,
Florida, as amended (the "City Code"), provides regulations for
the acquisition of such professional services; and
WHEREAS, the City Manager recommends that the Riverside
Riverfront Development Project be designated a Category "B"
Project in accordance with provisions of City Code Section 18-81,
which also requires that the City Commission establish a
certification committee of not less than three members; and
WHEREAS, the recommendations for appointment of professional
engineers to the certification committee are: John Jackson, P.E.,
Elyrosa Estevez, P.E., and Juan Ordonez, P.E.; and
WHEREAS, the City Manager recommends that the Director of
the Department of Planning and Development, or his/her designee,
be appointed as Chairperson of the competitive selection
committee; and

WHEREAS, the City Manager will conduct a competitive
selection process as required and return to the City Commission
at a later date with the results of.said process; and
WHEREAS, funds for said project in the total amount of
$1,250,000 have been designated from the Dade County Safe
Neighborhood Park Bond Program and from two state grants which
will soon be appropriated into the Capital Improvement Program
( "CIP") ;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Riverside Riverfront Redevelopment
Project is hereby designated as a Category "B" Project for the
acquisition of professional planning and design services in
accordance with the provisions of Section 18-81 of the Code of
the City of Miami, Florida, as amended, and Chapter 287, Florida
Statutes, as amended.
Section 3. The following individuals, with their
designees if necessary, are hereby named to the certification
committee for said project: John Jackson, P.E., Elyrosa Estevez,
P.E., and Juan Ordonez, P.E.

Section 4. The Director of the Department of Planning
and Development, or his/her designee, is hereby appointed as
chairperson of. the competitive selection committee for said
project.
Section 5. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached
Resolution to designate the Riverside Riverfront Redevelopment Project as a Category
"B" project for the acquisition of professional planning and design services, to appoint
three members to the Certification Committee, and to appoint the Director of the
Planning and Development Department or designee as chairperson of the Competitive
Selection Committee.
BACKGROUND
The Department of Planning and Development has prepared the attached
documentation to initiate a competitive process for obtaining professional engineering
and landscape' architectural consulting services to begin implementation of the
Riverside Riverfront Redevelopment Project. Phase I of this project will address the
relative needs of City -owned sites along the River for dredging, shoreline stabilization,
storm water controls, and re -vegetation. The sites to be assessed are Lummus Park,
Curtis Park, Sewell Park, Jose Marti Park, as well as a City leasehold, Garcia Brothers
Seafood. Phase II will specifically address the riverfront portion of Lummus Park -
also known as the old Pioneer Club site. This now vacant site will be completely
revitalized to include additional bulkhead and shoreline stabilization, dredging,
marina and boat slip improvements, a continuation of the riverwalk, site furnishings,
landscaping, and new public plazas. Once City improvements are completed, future
redevelopment may also include participation by a private developer in _ the
construction of open air and enclosed structures for restaurant, entertainment, and
or retail use.
Section 18.81 of the City Code provides regulations for the acquisition of such
professional design services. If approved, the attached resolution would designate the
Riverside Redevelopment Project as Category "B", appoint three engineers as members
of the Certification Committee, and appoint the Director of Planning and Development
or his designee as chairperson of the Competitive Selection Committee.
