HomeMy WebLinkAboutR-97-0864J-97-873 12/2/97 RESOLUTION NO. 9 7 -- 864 A RESOLUTION, RELATING TO THE DEVELOPMENT OF APPROXIMATELY 107 UNITS OF AFFORDABLE HOUSING IN THE LITTLE HAVANA NEIGHBORHOOD BY THE EAST LITTLE HAVANA COMMUNITY DEVELOPMENT CORPORATION, MODEL HOUSING COOPERATIVE, INC. AND JUBILEE COMMUNITY DEVELOPMENT CORPORATION AND 214 UNITS OF AFFORDABLE HOUSING IN THE OVERTOWN NEIGHBORHOOD BY BAME DEVELOPMENT CORPORATION OF SOUTH FLORIDA, DEEDCO, INC. AND ST. JOHN COMMUNITY DEVELOPMENT CORPORATION; AUTHORIZING THE CITY MANAGER TO ALLOCATE FUNDING FROM THE CITY'S FISCAL YEAR 1996 - '97 STATE HOUSING INITIATIVES PARTNERSHIP PROGRAM FROM PROJECT ACCOUNT CODES 153001-452160-946 AND 153002-452160-946 IN THE AMOUNT OF ONE MILLION, FOUR HUNDRED THIRTY-NINE THOUSAND, ONE HUNDRED FIFTY ($1,439,150.00) DOLLARS AND MORE SPECIFICALLY STATED IN SECTION 2 OF THIS RESOLUTION; AUTHORIZONG THE CITY MANAGER TO EXECUTE INDIVIDUAL CONTRACTUAL AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE AFORE -MENTIONED CHDOS FOR THIS PURPOSE. WHEREAS, there exists in the City of Miami, a severe shortage of affordable housing for families and individuals of very low-, low- and moderate -income; and WHEREAS, the City Commission recognizes that the participation of both the public and private sectors are necessary to foster the development of housing affordable to very low-, low- and moderate -income families and individuals in the City; and DEC 0 9 W7 Rew1utim Na 9"�- 864 WHEREAS, Since August of 1995, the City of Miami has received on an annual basis, approximately $1.3 million in State Housing Initiatives Partnership Program (SHIP Program) funding; and WHEREAS, in November of 1996, pursuant to Resolution No. 96-851, the City Commission approved the City's Local Housing Assistance Plan required by the State of Florida, for the City's continued participation in the State Housing Initiatives Partnership program; and WHEREAS, through the City's Local Housing Assistance Plan, the City's SHIP Program provides and makes available funding to not -for -profit Community Housing Development Organizations (CHDOs)), for the purpose of site acquisition, site development, construction and permanent financing, in connection with the development of affordable homeownership units in the City; and WHEREAS, approximately one million, two hundred fourteen thousand, one hundred fifty ($1,21.4,150) dollars is available through the City's Homeownership Development Program, and two hundred twenty-five thousand ($225,000.00) is available through the City's Development/Closing Cost Assistance Program this fiscal year; and WHEREAS, in October of 1997, the City of Miami advertised the availability of SHIP Program funding in the amount of one million, four hundred thirty-nine thousand, one hundred fifty ($1,439,150.00) for the development of affordable homeownership units in the City; and WHEREAS, the City Administration recommends the allocation of funding from the City's Fiscal Year 1996 - 1997 State Housing Initiatives Partnership Program (SHIP Program), in the amount of one million, four hundred thirty-nine thousand, one hundred fifty ($1,439,150.00) dollars to East Little Havana Community Development Corporation, Model Housing Cooperative, Inc., St. John Community Development Corporation, BAME 2 97= 864 • • Development Corporation of South Florida, Inc., DEEDCO, Inc. and Jubilee Community Development Corporation, in connection with the development of three hundred twenty-one (321) units of affordable housing in the City. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Funding from the City's FY 1996 - 1997 State Housing Initiatives Partnership Program (SHIP) is hereby allocated for the purpose of providing project development financing and downpayment/closing cost assistance to the following not -for -profit Community Housing Development Organizations (CHDOs) listed in the amount as set forth below: Community Housing Development Organizations: Type of Assistance: Amounts: 1. The City Manager is hereby authorized' to execute individual contractual agreements, in a form acceptable to the City Attorney, with the aforementioned Community Housing Development Organizations (CHDOs), for the amount specified for each, for the purpose of providing project development financing and downpayment/closing cost assistance in connection with three hundred twenty-one (321) units of affordable homeownership housing in the City. Section 4. This Resolution shall become immediately upon its adoption. PASSED AND ADOPTED this 9th day of December , 1997. Development of 321 Units of Homeownership Housing FROM : Alberto Ruder REFERENCES: City Manager City Commission Meeting of ENCLOSURES: December 9, 1997 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution related to the development of three hundred twenty-one (321) units of homeownership housing, planned for development by the East Little Havana Community Development Corporation, BAME Development Corporation of South Florida, Inc., Model Housing Cooperative, Inc., Jubilee Community Development, Inc., DEEDCO, Inc., and St. John Community Development Corporation in the City. The attached resolution authorizes the. City Manager to allocate and disburse funding in the amount of one million, four hundred thirty-nine thousand, one hundred fifty ($1,439,150.00) dollars from the City's FY 1996 - '97 State Housing Initiatives Partnership Program (SHIP Program) as stated in Section 2 of the resolution, for the purpose of providing construction financing and/or downpayment/closing cost assistance to the aforementioned Community Development Housing Organizations (CHDOs), in connection with six (6) new housing projects planned in the City. The attached resolution further authorizes the City Manager to execute individual contractual agreements with each CHDO for the said purpose. BACKGROUND: In July of 1992, the State of Florida enacted the William E. Sadowski Affordable Housing Act ("Sadowski Act"), which allocates a portion of new and existing documentary stamp taxes on deeds on real estate transactions to local governments, for the development and maintenance of affordable housing units. As a result, the State Housing Initiatives Partnership Program (SHIP) was established by the State of Florida, for the purpose of providing localities with a dedicated revenue source for the development and/or rehabilitation of affordable housing units state-wide. In August of 1994, the City of Miami was notified by the State of Florida that the City would be eligible to receive approximately $1.3 million in SHIP Program funds, beginning with the State's Fiscal Year 1995 - '96. To date, one million, two hundred seventeen thousand, five hundred forty- nine ($1,217,549.00) in FY 1995 - '96 SHIP Program funding has been awarded to the Allapattah Business Development Authority, Inc. five hundred four thousand, four hundred fifty ($504,450.00) dollars, East Little Havana Community Development Corporation two hundred ninety-eight Honorable Mayor and' Members of the City Commission Page 2 thousand, five hundred twenty-two ($298,522.00) and Florida Housing Cooperative, Inc. four hundred fourteen thousand; five hundred seventy-seven (414,577.00), in connection with the development of one hundred nineteen (119) units of affordable homeownership housing in the City. On October 10, 1997, the Department of Community Development advertised the availability of one million, four hundred thirty-nine thousand, one hundred fifty ($1,439,150.00) dollars in FY 1996 - '97 SHIP Program funding for the development of new affordable homeownership housing units, to be developed by certified City of Miami Community Housing Development . Organizations (CHDOs).. Based 'on the applications received by the 'City, the Department of Community Development recommends funding in the stated amounts for the following CHDOs: Community Housing Development Organizations: Type of Assistance: Amounts: 1. Construction Financing $100,000 The East Little Havana Community Development Corporation proposal calls for the development of a 45-unit mixed -use project, to be located at 1475 S.W. 8`' Street. The proposed Latin Quarter Specialty Center Project will consist of forty-five (45) units of affordable housing and 15,000 sq. ft. 2 864 ' J E • Honorable Mayor and Members of the City Commission Page 3 of retail space. To date, one million, three hundred thousand ($1,300,000.00) dollars in City financial assistance has been provided to the project in connection with site acquisition. The one million ($1,000,000.00) dollars in City financial assistance will be utilized to assist in financing the construction of the proposed Latin Quarter Specialty Center Project. The Model Housing Cooperative, Inc. proposal calls for the development of a 32-unit cooperative housing project to be located at 1455-79 West Flagler Street in the Little Havana neighborhood. To date, the Model Housing Cooperative, Inc. has received five hundred thousand ($500,000.00) dollars in HOME Program funding and four hundred thousand ($400,000.00) dollars in Surtax Program funding from Dade County, in connection with the financing of the proposed Villas Dr. Godoy Housing Project. The sixty-two thousand, five hundred ($62,500.00) dollars in City financial assistance will be utilized to provide downpayment/closing cost assistance to- the prospective homebuyers. The . BAME Development Corporation of South Florida, Inc. (BAME) proposal calls 'for the development of a 40-unit homeownership housing project to be developed on City -owned parcels, located at Northwest 6 h Street, between Northwest 5" and 6"' Avenues, in the Overtown neighborhood. To date, BAME has secured eight hundred thousand ($800,000.00) dollars in HOME Program funding from the City for the proposed New Hope/Overtown Housing Project. In addition, project financing is also being provided by Espirito Santo Bank and City National Bank in the amounts of five hundred thousand ($500,000.00) dollars and one million, four hundred seventy- two thousand, eight hundred�fifty, ($1,472,850.00) dollars, respectively. The one hundred thousand (100,000.00) dollars in City financial assistance will be utilized to provide downpayment/closing cost assistance to the prospective homebuyers. The Jubilee Community Development Corporation proposal calls for the development of a 30-unit homeownership housing project, to be developed at 1060 N.W. 7"' Street in the Little Havana neighborhood. The sixty-two thousand, five hundred ($62,500.00) dollars in City financial assistance will be utilized by Jubilee Community Development Corporation, to provide downpayment/closing cost assistance to prospective homebuyers of the units at the proposed Jubilee Villas Housing Project. The St. John Community Development Corporation proposal calls for the development of a 96-unit housing project, to be developed at Northwest 8"' Street, between Northwest V and 2nd Avenues in the Overtown neighborhood. To date, St. John Community Development Corporation has received 97-- 864 3 Honorable Mayor and Members of the City Commission Page 4 one million ($1,000,000.00) dollars, in City financial. assistance in connection with the construction of the proposed Lyric Village Housing Project. The one hundred fourteen thousand, one hundred fifteen ($114,150.00) dollars in SHIP Program funding will be utilized by St. John Community Development Corporation, Inc. as additional construction financing .for the development of the proposed housing project. Lastly, the DEEDCO, Inc. proposal calls for the development of a 78-unit homeownership housing project, to be developed at 400 N.W. 4' Street in the Overtown neighborhood. The one hundred thousand ($100,000.00) dollars .in SHIP Program funding will be utilized by DEEDCO, Inc.* to assist in financing the construction of the proposed Miami River Village Housing Project. In an effort to promote the development of three hundred twenty-one (321) units of homeownership housing in the City, City Commission ratification of the attached resolution is recommended.
