HomeMy WebLinkAboutR-97-0814J-97-770 1 1 /12/97 RESOLUTION NO. 9 7 ` 814 A RESOLUTION AUTHORIZING AN INCREASE IN COMPENSATION UNDER THE CONTRACT BETWEEN THE CITY AND LAW ENFORCEMENT PSYCHOLOGICAL AND COUNSELING ASSOCIATES, INC., FOR THE PROVISION OF PSYCHOLOGICAL PRE -EMPLOYMENT SCREENING AND PSYCHOLOGICAL COUNSELING SERVICES FOR THE POLICE DEPARTMENT, IN THE TOTAL AMOUNT OF $104,050; ALLOCATING FUNDS THEREFOR FROM THE POLICE DEPARTMENT'S GENERAL OPERATING BUDGET, ACCOUNT CODE NOS. 001000.290201.6.270 AND 001000.290201.6.260. WHEREAS, pursuant to Resolution No. 95-307, adopted May 15t,1995, the City Commission accepted the proposal of Law Enforcement Psychological & Counseling Associates, Inc. (the "Consultant"), to provide psychological pre -employment screening and psychological counseling services for the Police Department at a proposed annual cost of $133,500; and WHEREAS, pursuant to said Resolution the City and Consultant executed an agreement for an initial term of one (1) year, with two (2) options to extend the term of the agreement for one (1) year each; and WHEREAS; due to an increase in services, the amount of compensation earned by the Consultant during the first option period exceeded the amount allocated thereto by $30,550; and CITY COMMISSION MEETING OF NOV 2 6 1997 Resluflm No. 97 - 814 WHEREAS, the Police Department estimates that the amount of compensation to be paid to Consultant during the second and final option period (May 1, 1997 to May 1, 1998) will exceed the $133,500 originally authorized by $83,500, due to the anticipating hiring of two hundred and twenty-two additional police officers under the COPS Universal Hiring Phase I and Phase II grant from the U.S. Department of Justice; and WHEREAS, funds for this increase are available from the Police Department General Operating Budget as herein specified; and WHEREAS, the City Manager and the Chief of Police recommend this increase; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporation herein as if fully set forth in this Section. Section 2. An increase in the amount of compensation due under the contract between the City and Law Enforcement Psychological & Counseling Associates, Inc., for the provision of psychological pre -employment screening and psychological counseling services for the Department of Police, in the total amount of $104,050 is hereby approved, with funds therefor hereby allocated from the Police Department's General Operating Budget, Account Code Nos. 001000.290201 .6.270, and 001000.290201.6.260. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service. Section 4. Funding is to be provided from the Police General Operating Budget, as follows: $112,000.00 from Account Code 001000.290201.6.270, and $105,000.00 from Account Code 001000.290201.6.260. BACKGROUND: The Department of Police has been awarded two grants in the past couple of years from the United States Department of Justice under the Cops Universal Hiring Phase I and Phase II, to be utilized towards payment of salaries to hire additional police officers. The Department of Police has already hired one hundred and twenty (120) police officers under Phase I and will be hiring an additional one hundred and two (102) police officers under Phase II. All police officer applicants must undergo psychological pre -employment screening as part of the background process. The Department of Police did not anticipate these grants being awarded when the request for proposals were issued for this service back in 1995.
