RESOLUTION NO. 9 6— 813
A RESOLUTION RELATED TO THE COCONUT GROVE
ARTS FESTIVAL, CONDUCTED BY THE COCONUT GROVE
ASSOCIATION, INC., TO BE HELD ON FEBRUARY 14-
16, 1998; AUTHORIZING THE CITY MANAGER TO
ISSUE A THREE-DAY PERMIT FOR THE SALE OF
ALCOHOLIC BEVERAGES DURING SAID EVENT IN THE
AREA OF MCFARLANE ROAD FROM GRAND AVENUE TO
SOUTH BAYSHORE DRIVE, GRAND AVENUE FROM
MCDONALD STREET TO MARY STREET, COMMODORE
PLAZA FROM GRAND AVENUE TO MAIN HIGHWAY, MAIN
HIGHWAY FROM CHARLES AVENUE TO MCFARLAND
ROAD, FULLER STREET FROM GRAND AVENUE TO MAIN
HIGHWAY, AND SOUTH BAYSHORE DRIVE FROM
MCFARLAND ROAD TO DARWIN STREET IN COCONUT
GROVE, MIAMI, FLORIDA; SAID AUTHORIZATION.
CONDITIONED UPON THE ORGANIZERS: (1) y..
OBTAINING ALL PERMITS REQUIRED BY LAW,
INCLUDING BUT NOT LIMITED TO A TEMPORARY
PERMIT TO SELL ALCOHOLIC BEVERAGES BY THE
FLORIDA DEPARTMENT OF BUSINESS REGULATION,
DIVISION OF ALCOHOLIC BEVERAGES AND TOBACCO,
PURSUANT TO SECTION 54-12.1 OF THE CODE OF
THE CITY OF MIAMI, FLORIDA, AS AMENDED; (2)
PAYING FOR ALL NECESSARY COSTS OF CITY
SERVICES AND APPLICABLE FEES ASSOCIATED WITH
SAID EVENT; (3) OBTAINING INSURANCE TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED
BY THE CITY MANAGER OR HIS DESIGNEE; AND (4)
COMPLYING WITH ALL CONDITIONS AND LIMITATIONS
AS MAY BE PRESCRIBED BY THE CITY MANAGER OR
HIS DESIGNEE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby authorized to
issue a three-day permit for the sale of alcoholic beverages
during the Coconut Grove Arts Festival, conducted by the Coconut

Grove Association, Inc. -, to be held on February 14-16, 1998, in
the area of McFarlane Road from Grand Avenue to South Bayshore
Drive, Grand Avenue from McDonald Street to Mary Street,
Commodore Plaza from Grand Avenue to Main Highway, Main Highway
from Charles Avenue to McFarland Road, Fuller Street from Grand
Avenue to Main Highway, and South Bayshore Drive from McFarland
Road to Darwin Street in Coconut Grove, Miami, Florida.
Section 2. The herein authorization is hereby
conditioned upon the organizers (1) obtaining all permits
required by law, including but not limited to a temporary permit
to sell alcoholic beverages by the Florida Department of Business
Regulation, Division of Alcoholic Beverages and Tobacco, pursuant
to Section 54-12.1 of the Code of the City of Miami, Florida, as
amended; (2) paying for all necessary costs of City services and
applicable fees associated with said event; (3) obtaining
insurance to protect the City in the amount as prescribed by the
City Manager or his designee; and (4) complying with all
conditions and limitations as may be prescribed by the City
Manager or his designee.
Section 3. This Resolution shall become effective
immediately upon its adoption.

Dear Mr. Marquez:
The 35 h annual NationsBank Coconut Grove Arts Festival is right around the comer.
Scheduled for February 14, 15 and 16, 1998, the Festival promises to be better than
ever.
As in past years, we would like to sell beer, wine and other alcoholic beverages at the
Festival. Beer and wine sales are handled by local service organizations, who receive a
substantial portion of the proceeds for their fundraising efforts. Rum punch will be sold
by community service organizations including the Coconut Grove Local Development
Corporation, the Leukemia Society, the Gibson Memorial Fund and possibly by
potential sponsors.
The purpose of this correspondence is to request that the Coconut Grove Association,
Inc., organizers of the Festival, be placed on the November 11 City Commission
agenda to formally request the necessary Street Closure Permit to stage the Festival and
cover the alcoholic beverage sales.
My staff and I would be happy to meet with you prior to the meeting in order to answer
any questions you may have regarding this request.

BACKGROUND:
The Coconut Grove .Association has requested authorization to sell alcoholic beverages
during the 1998 Coconut Grove Arts Festival to be held February 14, 15 and 16, 1998.
The Special Events Committee, including the Police and Fire -Rescue Departments, has
nnet with the organizers of the event to discuss city services and fees. The Coconut Grove
Association will obtain all the appropriate permits and provide insurance as prescribed by
the City of Miami.
It is rerPprtfiilly trenmmendcd that thl city Commission grant the request of the Coconut
Grove Association. This authorization has been granted by the City Commission for their
previous events.
