A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A REVOCABLE LICENSE AGREEMENT
(AGREEMENT), IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH DADE HERITAGE,TRUST, INC-., (TRUST), A
NON-PROFIT, TAX EXEMPT CORPORATION, FOR THE USE OF
THE CITY OWNED HISTORIC DR. JAMES M. JACKSON
HOUSE, LOCATED AT 190 SOUTHEAST 12TH TERRACE,
MIAMI, FLORIDA, AT, AN ANNUAL FEE OF $1.00, FOR THE
CONTINUED HISTORIC PRESERVATION OF THIS LANDMARK,
TO BE USED BY THE TRUST AS THEIR HEADQUARTERS AND
OPEN TO THE PUBLIC AS A MUSEUM, SUBJECT TO TERMS
AND CONDITIONS SET FORTH IN THE AGREEMENT.
WHEREAS, on August 29, 1977, the City of Miami entered into ,a lease agreement
with Dade Heritage Trust (Trust), for an annual fee of $1.00 for the continued historic
preservation of one of the oldest landmarks in Dade County, to be used by the Trust as
their headquarters and open to the public as a museum; and
WHEREAS, the Trust also will be responsible for providing historic files and archives
for researchers, architectural students and community groups; and
WHEREAS, the lease agreement with the Trust was for a ten-year period, with an
option to renew for ten (10) additional years; and
WHEREAS, the first ten year term will expire December 4, 1997; and
WHEREAS, the Trust actively supports the City's economic revitalization through
various activities, including Dade Heritage Days, Miami RiverDay and City Cemetery
Beautification Day;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this.Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized' to execute a Revocable
License Agreement, in a form acceptable to the City Attorney, with Dade Heritage Trust,
Inc., (Trust), a non-profit, tax exempt corporation, for the use of the City -owned historic
Dr. James M. Jackson House, located at 190 Southeast 12th Terrace, Miami, Florida, for
an annual fee of $1 .00, for the continued historic preservation of this landmark, to be used
by the Trust as their headquarters and open to the public as a museum.
Section 3. Said property is legally described as: Lot A, Block 3, Amended Plat of
Hibiscus Place, according to the Plat thereof, Plat Book 3, Page 110 of the Public Records
of Dade County Florida, consisting of a one (1) story frame building with attic, containing
seven (7) rooms, a screened and open porch, comprising approximately 1,800 square feet,
and commonly known as 190 S.E. 12th Terrace, Miami, Florida.
' The herein authorization is further subject to compliance with all requirements that may be imposed by the
City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions.

Section 3. This Resolution shall become effective immediately upon its adoption.

SUBJECT: Resolution Authorizing the Manager to
Execute a Revocable License Agreement
with Dade Heritage Trust, Inc.

The Administration recommends that the City Commission adopt the attached
Resolution, authorizing the City Manager to execute a Revocable License
Agreement, in a form acceptable to the City Attorney, between the City of Miami
and Dade Heritage Trust, Inc. a non-profit, tax exempt corporation, for the use of
the City owned historic Dr. James M. Jackson's House, located at 190 SE 12th
Terrace, Miami, Florida, for the operation of a public museum and to be used by the
Trust as their headquarters.
BACKGROUND:
Dr. James M. Jackson, a prominent pioneer physician and surgeon for the Flagler
railroad, built a small frame structure in downtown Miami in 1905. The office was
moved by barge to its present location in 1917. Extensive research by the Dade
Heritage Trust led to the building being listed on the National Register of Historic
Places in 1975. Dade Heritage Trust proposed to the City of Miami the acquisition
of 190 SE 12th Terrace, using Community Development funds, as a Bicentennial
historic preservation project. The concept was accepted, and acquisition was
authorized•by the City Commission on January 8, 1976.
On August 29, 1977, the City of Miami and Dade Heritage Trust, Inc., entered into
a ten year Lease Agreement, with one ten year option to renew, for a fee of $1.00
yearly, for the use of the City owned James M. Jackson's House, located at 190 SE
12th Terrace, Miami, Florida. The Lease was for the continued historic preservation
of Dr. Jackson's House, to be used as the Trust's headquarters and open to the
public as a museum, as well as providing historic files and archives for researchers,
architectural students and community groups.
Dade Heritage Trust, now celebrating its 25th year, has contributed greatly to the
social and economic well-being of the Miami area. The numerous contributions
Dade Heritage Trust has made to the community include:

• Since 1993, Dade Heritage Trust has provided over $138,000, from sources other
than the City, for the continued improvement of the Jackson House.
• Dade Heritage Trust spends over $24,000 yearly in maintaining the property,
which would normally be a City expense.
• Miami RiverDay was initiated by Dade Heritage Trust in partnership with
Downtown Development and the City's Department of 'Planning and
Development. Its goal was to focus public attention on the potential of the
historic Lummus Park and the riverfront. Several thousand people attended the
festival, with folk singers, jazz banks, artisans, and Florida re -enactors
recreating pioneer life using the Wagner Homestead and Fort Dallas Barracks.
Dade Heritage Trust contributed over $20,000 in cash and in -kind services to
make this City event a success, with plans to sponsor the event annually.
• Dade Heritage Trust's Miami City Cemetery Task Force recently held a
Cemetery Beautification Day, which planted over $20,000 worth of donated trees
and shrubs, to restore the City's most historic burial ground into the botanical
park it was at the turn of the century.
• Dade Heritage Trust is also partnering with the Downtown Development
Authority to sponsor the Florida Main Street Program along Flagler Street.
They successfully lobbied for a $10,000 State Historic Preservation grant and
are providing technical assistance.
• Dade Heritage Trust is spearheading efforts to acquire State CARL funding to
restore the Freedom Tower for community use as a heritage center, with the goal
of promoting an historic corridor along Biscayne Boulevard, Flagler Street, and
all the way to Lummus Park and the Miami River.
