RESOLUTION NO. 9 7 - 80.0
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
REALLOCATE FIFTY THOUSAND DOLLARS ($50,000) OF
AVAILABLE COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM INCOME FUNDS FOR THE PROJECT
ENTITLED' "STREETSCAPE PLAN AND DESIGN GUIDELINES
FOR THE MIAMI DESIGN DISTRICT AND THE LITTLE HAITI
N.E. 2"d AVENUE CORRIDOR."
WHEREAS, the City Commission is desirous of providing financial assistance to
revitalize the Miami Design District, an area bounded by N.E. 361h Street, N. Miami Avenue,
N.E. 42"1 Street and N.E. 4`h Avenue and the Little Haiti N.E. 2"d Avenue Corridor between
54`h and 62"d Streets in Miami, Florida; and
WHEREAS, the Department of Community Development has identified an available
balance of $50,000 of Community Development Block Grant (CDBG) Program Income
which can be reallocated for eligible City -sponsored CDBG activities in low and moderate
income Community Development target areas; and
WHEREAS, the City Administration recommends the reallocation of the
aforementioned CDBG Program funds to carry out projects that are necessary for the
betterment of the community; and
WHEREAS, the Department of Planning and Development has established a project
entitled "Streetscape Plan and Design Guidelines for the Miami Design District and the
Little Haiti N.E. 2"d Avenue Corridor" to include a Design Charrette with public participation

from the Design District and Little Haiti, a Streetscape Plan, an Art in Public Places
Overlay Plan, and recommendations for revisions to the Zoning Ordinance; and
WHEREAS, the proposed CDBG activities are important components of the City's
strategic development plan to address the needs of the community;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to reallocate fifty thousand
dollars ($50,000) of available Community Development Block Grant (CDBG) Program
income funds for the project entitled "Streetscape Plan and Design Guidelines for the
Miami Design District and the Little Haiti N.E. 2nd Avenue Corridor."
Section 3. This Resolution shall become effective immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached
Resolution, authorizing the City Manager to reallocate fifty thousand dollars ($50,000)
from available Community. Development Block Grant (CDBG) Program Income Funds,
for the project entitled "Streetscape Plan and Design Guidelines for the Miami Design
District and the Little Haiti N.E. 2nd Avenue Corridor" in the City of Miami.
BACKGROUND
The Department of Planning and Development has prepared the attached Resolution
and would administer the project. The Department of Community Development has
identified available CDBG Program Income Funds for this project. The project
deliverables include a Design Charrette with public participation from the Design
District and Little Haiti, a Streetscape Plan and Design Guidelines, an Art in Public
Places Overlay Plan, and recommendations for revisions to the Zoning Ordinance.
