RESOLUTION NO. 9 7- 798
A RESOLUTION ALLOCATING FUNDS, IN THE AMOUNT OF
FOURTEEN THOUSAND DOLLARS ($14,000) FROM
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS,
PROJECT NO. 799613, FOR THE REHABILITATION OF TWO
(2) BUSINESSES LOCATED IN THE EDISON/LITTLE RIVER
TARGET AREA, IN CONNECTION WITH .THE COMMERCIAL
CODE COMPLIANCE PROGRAM, SAID ALLOCATION BASED
UPON A 70%-30% MATCH BETWEEN THE CITY OF MIAMI
AND THE BUSINESSES OR PROPERTY OWNERS.
WHEREAS, the Commercial Code Compliance Program (Program) was approved in
the Twenty -First (21 st) Year Community Development Block Grant Application pursuant to
Resolution No. 95-413; and
WHEREAS, said Program is designed to promote code compliance in neighborhoods
in the City of Miami, and is an important part of the city's economic development strategy;
and
WHEREAS, the properties to be rehabilitated are located within the Edison/Little
River Target Area; and
WHEREAS, eligibility for assistance under the Program is based upon a 70% - 30%
match, with the city providing 70% (up to $7,000) per business and the business/property
owner providing 30% (up to $3,000) per business for the cost of correcting electrical and
fire violations, which cost shall not exceed a total amount of fourteen thousand dollars
($14,000); and

WHEREAS, the Little Haiti NET Office has cited said businesses for electrical and
fire violations; and
WHEREAS, funds for the Program are available from the Community Development
Block Grant Program; and
WHEREAS, the properties requiring compliance have been reviewed by the City of
Miami Neighborhood Enhancement Team (NET), and the Pierre Toussaint Haitian Catholic
Center, Inc. and have found to be eligible for the Program; and
WHEREAS, the Pierre Toussaint Haitian Catholic Center, Inc. has the necessary
expertise and will provide the necessary services for the implementation of the Program
and disbursement of funds as herein specified;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funds, in the amount of fourteen thousand dollars ($14,000), from
Community Development Block Grant funds, Project No. 799613, are hereby allocated for
the rehabilitation of two (2) businesses located in the Edison/Little River Target Area in
connection with the Commercial Code Compliance Program.
Section 3. The financial assistance provided by the City of Miami for the
Program shall be based upon a 70% - 30% match, with the city contributing up to seven
thousand dollars ($7,000) per participating business and the business/property owner
contributing up to three thousand dollars ($3,000) per business.

Section 4. Upon completion of the Code Compliance Program, the Pierre
Toussaint Haitian Catholic Center, Inc. shall present to NET all documentation and invoices
pertaining to the project.
Section 5. This Resolution shall become effective immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached resolution allocating
Fourteen Thousand ($14,000.00) Dollars from the City of Miami Commercial Code Compliance
Program, for the rehabilitation of two (2) business within the Edison Little River target area.
BACKGROUND:
In an effort to promote code compliance within blighted City of Miami neighborhoods, the Code
Compliance Program was implemented pursuant to Resolution No. 95-413 on May 25, 1995,
during the 2V Year of Community Development Block Grant (CDBG) Program.
The properties have been cited by the Little Haiti NET Office for electrical and fire violations.
The correction of these violations will result in upgraded living conditions in the affected areas
and increased benefits to the community.
Therefore, it is requested that the City of Miami allocate CDBG funds in the amount of Fourteen
Thousand ($14,000.00) dollars to the Pierre Toussaint Haitian Catholic Center, Inc., for the
implementation of the Commercial Code Compliance Program for the following property:

The above mentioned enterprises would be allocated a maximum of ten thousand ($10,000.00)
dollars each, with the City of Miami contributing 70% or up to.seven thousand (7,000.00) dollars
per business, and the business or property owner contributing 30% or up to three thousand
($3,000.00) dollars per business. The Pierre Toussaint Haitian Catholic Center, Inc. will assume
responsibility for completing all pertinent documentation, and will forward such information to
the City of Miami NET, which will ensure that the electrical and fire violations have been
corrected and the property is brought up to code.
Therefore, it is respectfully recommended that the attached resolution be adopted
