A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT, IN THE AMOUNT OF $50,000.00,
FROM THE NATIONAL OCEANIC AND ATMOSPHERIC
ADMINISTRATION THROUGH THE FLORIDA COASTAL
MANAGEMENT PROGRAM OF THE FLORIDA DEPARTMENT
OF COMMUNITY AFFAIRS, FOR THE PREPARATION OF
THE RIVERSIDE DISTRICT PUBLIC ACCESS AND
RENEWAL PLAN; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT AND ANY OTHER
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR ACCEPTANCE AND
IMPLEMENTATION OF SAID GRANT.
WHEREAS, public access to the Miami River and its waterfront
should be limited only to sites owned by the City of Miami; and
WHEREAS, said access is limited by certain physical
barriers, such as lack of a riverwalk, deteriorating piers and
marina, and the presence of fenced -in public properties; and
WHEREAS, access to the Miami River is very important for the
future of the City of Miami because the River represents economic
vitality for Miami and its neighborhoods; and
WHEREAS, the project site where the access and renewal plan
is going to be developed is located within Miami's Historic
Riverside District, west of Lummus Park, and presents significant
opportunities for revitalization of an area adjacent to downtown
Miami and provides a catalyst for economic development to its
immediate neighborhood; and

WHEREAS, the National Oceanic and Atmospheric
Administration, through the Florida Coastal Management Program of
the Florida Department of Community Affairs, has offered the City
of Miami a grant in the amount of $50,000.00 for the Riverside
District Public Access and Renewal Plan which includes a planning
report, drawings and a cost estimate; and
WHEREAS, the total required $53,000.00 local match is
available as follows: $34,000.00 designated in the Metropolitan
Dade County Safe Neighborhoods Bond Program "Lummus Park
Riverside Shoreline Improvements", $16,000 from FY 198 General
Operating Budget, and a $3,000.00 in -kind contribution has also
been committed from the Miami River Coordinating Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby. adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
accept a grant, in the amount of $50,000.00, from the National
Oceanic and Atmospheric Administration through the Florida
Coastal Management Program of the Florida Department of Community
Affairs, for the preparation of the Riverside District Public
Access and Renewal Plan,.

Section 3. The City Manager is hereby authorized1l to
execute an agreement and any other necessary documents in a form
acceptable to the City Attorney, for acceptance and
implementation of said grant.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to accept a grant in the amount of $50,000 from the National
Oceanic and Atmospheric Administration through the Florida Coastal Management Program of
the Florida Department of Community Affairs, for the preparation of Riverside District Public
Access and Renewal Plan, and to execute the necessary documents to accept and implement said
grant
BACKGROUND:
The Department of Planning and Development has obtained a grant in the amount of $50,000
from the National Oceanic and Atmospheric Administration through the Florida Coastal
Management Program of Florida Department of Community Affairs, matched by another
$50,000 from Metropolitan Dade County Safe Neighborhoods Bond Program and $3,000 from
the Miami River Coordinating Committee (in -kind) for the preparation of Riverside District
Public Access and Renewal Plan. This plan will include a planning study and drawings for the
redevelopment of the City owned properties to the west of Lummus Park adjacent to the Miami
River. This plan is expected to provide design solutions for the site which will be a catalyst for
the revitalization of the Riverside District in downtown Miami.
