A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A LEASE AGREEMENT, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, BETWEEN THE CITY OF MIAMI
AND GOLDEN SANDS ALLAPATTAH CORPORATION, FOR
THE PURPOSE OF LEASING 11,648 SQUARE FEET OF OFFICE
SPACE AT THE NATIONS BANK BUILDING, 1313 N.W. 36TH
STREET, MIAMI, FLORIDA, FOR THE CITY OF MIAMI JOBS
PROGRAM OFFICE, FOR AN INITIAL TERM OF FIVE YEARS,
UNDER THE TERMS AND CONDITIONS MORE PARTICULARLY
SET FORTH IN SAID LEASE, AT A GROSS RATE OF $13.00
PER SQUARE FOOT, FOR A MONTHLY COST OF $12,618.67.
WHEREAS, the City of Miami's Jobs Program is in need of office space at a central
location from which it may operate; and
WHEREAS, a move from the City's Jobs Program's current Dupont Plaza Center
location to a larger site in a designated community from which to provide expanded
services is necessary to meet grant funding requirements; and
WHEREAS, all costs associated with this relocation and the expansion of services
will be paid from grant sources and will not require a contribution from the general fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.

Section 2. The City Manager is hereby authorized' to execute a lease agreement,
in a form acceptable to the City Attorney, between the City of Miami and Golden Sands
Allapattah Corporation, for the purpose of leasing 11,648 square feet of office space at
the Nations Bank Building, 1313 N.W. 36th Street, Miami, Florida, for the City of Miami
Jobs Program office, for an initial term of five years, under the terms and conditions as
more particularly set forth in said lease, at a gross rate of $13.00 per square foot, for a
monthly cost of $12,618.67.
Section 3. This Resolution shall become effective immediately upon its adoption.

Relocation

I am pleased to report to you on the progress of the relocation of the City's Jobs Program out of the
Dupont Plaza Hotel. As the appointed Chairwoman of the Mayor's special committee to oversee this
relocation you will be pleased to know that we have identified a very compatible space for our initial
move.
As you know the budget and activity of the Jobs Program has expanded from a $1.5 million annual
operation to over a $4.2 million annual operation. We are expanding our client services and addir*
staff and we need to have a larger and more convenient location. Our recently awarded WAGES gran#
requires that the Jobs Program services be available to welfare to work clients in at least three locations
throughout the City. This will also be an attractive component for all of the employment and training
services that we provide.
To comply with the wishes of the Commission that we vacate the Dupont Plaza in a timely fashion,
we will make a full move to one location currently identified and outstation staff at two other locations
as we finalize our search and negotiations for those locations.
We have found a very suitable central location in' the CDBG target area of Allapattah. The
NationsBank building at NW 36"' Street and 13m Avenue is ideally suited to our needs because of the
accessibility for our clients and the large number of agencies in the target area that provide supportive
services for our clients. Additionally, the owner has the space that we require' at a reasonable cost,
which they will custom design to our requirements for administrative offices, classrooms and client
services. For added convenience and security the City Police Department will be occupying office
space on the same floor.
Access to the property is excellent, situated halfway between Miami International Airport and the port
of Miami. It is located two blocks south west of the junction of Interstate 95 and the 112 Airport
Expressway; It is bordered by Liberty City to the North, Little Haiti to the Northeast, Overtown to the
Southwest, Little Havana to the South and Wynwood to the East. The Allapattah MetroRail station
is located two blocks east of NW 12' Avenue and NW 36' Street is serviced by frequent buses.
The owner proposes a favorable lease arrangement for 11,648 square feet, with a base rent of $10.00
per sq. foot, plus $3.00 per sq. foot for maintenance (which includes all electric, water, air-

conditioning, and maintenance of common areas, etc.) The owner is Mr. Peter Fedele, President of
Golden Sands Corporation: We have been working with Asset Management in the preliminary
negotiation of this proposed lease and they now require the approval of the Commission to enter
formal lease negotiations. I am respectfully requesting that you convey this report to the Commission
and propose the needed approval.
The search and negotiations for space in the North areas of the City and the South areas are
progressing. Mindful of the Commission's desire not to duplicate services, we have met with Mr. Luis _
Sabines, President of CAMACOL and representatives from SER/Jobs for Progress, a training agency
and SABER, a case management provider, to form a cooperative working agreement to serve the Little
Havana CDBG target area in providing services to our welfare to work clients under our WAGES
grant. We have met with Dr. Bryant, President of Miami -Dade. Community College North Campus,
regarding the coordination of services in the Model City and Edison Little River CDBG target areas
at the Entrepreneurial Center in Model City. We have met with Dr. Nora Hernandez -Hendricks, Dean
of Academic Affairs at Miami -Dade Community College Wolfson Campus and Ms. Carrie Mickey,
Assistant Superintendent of Dade County Public Schools, Office of Vocational, Adult, Career and
Community Education to develop special curriculums for occupational studies for all three locations.
These associations are being, finalized within the next 60 to 90 days. After that we will determine the
numbers of staff we will need to station in both of those locations. We are considering, in the short-
term, stationing one or two staff members at the NET Offices in those areas for easy access to ou"
client community.
If we can finalize the move to Allapattah within the next 90 days we will have our central location in
place and move on to establishing our presence in the other two locations.
I respectfully request that you present our relocation plan to the Commission at the regularly scheduled
meeting of October 28, 1997 which would include direction to the Department of Asset Management
to complete lease negotiations for space at the NationsBank Building on NW 36' Street.
Due to delays caused through the enormous task of getting the whole welfare reform program
underway, there is now great urgency to provide services to those City residents being severely
impacted. We are being asked to be in compliance with the provisions of our grant almost
immediately. We request that you urge the Commission to provide direction to the appropriate City
Departments to take whatever measures are necessary to expedite the move of the City's Jobs Program
to Allapattah.
