HomeMy WebLinkAboutR-97-0752J-97-930 10/28/98 RESOLUTION NO. 9 7- 752 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A REVOCABLE' LICENSE AGREEMENT ("AGREEMENT"), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE MIAMI COMMUNITY POLICE BENEVOLENT ASSOCIATION ("MCPBA"), FOR THE USE OF CITY -OWNED PROPERTY LOCATED AT 1009 NORTHWEST 5TH AVENUE, MIAMI, FLORIDA, FOR THE REHABILITATION AND SUBSEQUENT OPERATION OF A HISTORICAL BLACK POLICE MUSEUM, TO BE OPENED TO THE PUBLIC, WITH TERMS AND CONDITIONS MORE PARTICULARLY SET FORTH IN SAID AGREEMENT. WHEREAS, the City of Miami is the owner of real property located at 1009 Northwest 5th Avenue, Miami, Florida (the "Property"), which is not being utilized at this time by the City; and WHEREAS, the City of Miami built the Eleventh Street Police Precinct Station, located at 1009 Northwest 5th Avenue, Miami, Florida, for its black patrolmen in 1950, which was closed in 1963; and WHEREAS, the Property was opened as a community center from 1963 until it was permanently closed in 1978; and WHEREAS, the Miami Community Police Benevolent Association (11MCPBA11) desires to rehabilitate, open and operate said Property as a historical black police museum; • ®CT 2 8 1997 Resolution No. 97- 752. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorizedi' to execute a Revocable License Agreement ("Agreement"), in a form acceptable to the City Attorney, with Miami Community Police Benevolent Association, a Florida Non -Profit, Tax -Exempt Corporation, for the use of the Property consisting of approximately .610 acres, located at 1009 Northwest 5th Avenue, Miami, Florida (Folio Number 01-3136-081-0010), more particularly legally described as Jefferson Reeves Health Ctr. Sub., Tract A, according to the Plat thereof as recorded in Plat Book 148 at Page 32, of the Public Records of Dade County, Florida, for the rehabilitation and subsequent operation of a Historical Black Police Museum, to be opened to the public, with terms and conditions more particularly set forth in said Revocable License Agreement. Section 3. The lot size of the property is 26,572 sq. ft. and the building consists of 6,647 sq. ft. A meeting was held on Friday, October 17' with representatives of the Miami Police Benevolent Association Building Committee, Overtown NET representatives and City staff. The following was agreed upon: • The City will maintain ownership of the property and upon City Commission approval issue a Revocable License to the MCPBA to operate a museum at the site. • The City will work with the organization to place the property on the National Register of Historic Places. • The organization will apply for funding from the City, County and State to obtain the necessary grants to begin the rehabilitation process on the building. • The group agreed to pull together a cost -estimate for the hiring of an architect/engineer to begin the design process for the property. They will apply for Community Development Block Grant (CDBG) funds for this item It is recommended that the City Commission adopt a Resolution supporting this joint effort which will lead to an extremely beneficial project for the community. 9'7- 752
