HomeMy WebLinkAboutR-97-0747J-97-741 10/21/97 RESOLUTION NO. 9 % 747 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH YOUTH OF AMERICA, INC. AND RAFAEL HERNANDEZ HOUSING AND ECONOMIC DEVELOPMENT CORPORATION, IN THE AMOUNT OF $25,000.00 EACH, FOR A SIX MONTH PERIOD, FROM JANUARY 12, 1998 TO JUNE 30, 1998, FOR THE PURPOSE OF PROVIDING COMMERCIAL FACADE AND BUSINESS TECHNICAL ASSISTANCE WITHIN THE MODEL CITY AND WYNWOOD NEIGHBORHOODS, RESPECTIVELY; ALLOCATING FUNDS THEREFOR FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT CONTINGENCY FUNDS FOR SAID PURPOSE. WHEREAS, the City of Miami is desirous of providing economic development services within the Model City and Wynwood neighborhood community development areas; and WHEREAS, on June 12, 1997, the City Commission adopted Resolution No. 97-407, which sets aside ten percent (10%) of the approved funding from other community -based organizations, until the Administration identified $100,000.00 to fund an organization in both Model City and Wynwood; and WHEREAS, on September 9, 1997, the City Commission adopted Resolution No. 97-603, in which said funding for two community - based organizations were identified; and WHEREAS, the City received one proposal for the Model City area from Youth of America, Inc: and two proposals for Wynwood, FCOS STING OF CT2 8 M7 1rR�y �eeeJutioaNa 9 0` 0 4 7 of which staff recommended Rafael Hernandez Housing and Economic Development Corp.; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorizedY to enter into agreements, in a form acceptable to the City Attorney, with Youth of America, Inc. and Rafael Hernandez Housing and Economic Development Corporation, in the amount of $25,000.00 each, for a six month period, from January 12, 1998 to June 30, 1998, for the purpose of providing commercial facade and business technical assistance within the Model City and Wynwood neighborhoods, respectively, with funds therefor hereby allocated from the Community Development Block Grant Contingency Funds for said purpose. Section 3. This Resolution shall become effective immediately upon its adoption. BACKGROUND: The Department of Community Development has analyzed the need to enter into agreements with Youth of America, Inc. and Rafael Hernandez Housing and Economic Development Corporation, for the provision of economic development services within the Model City and Wynwood community development neighborhoods. On June 12, 1997, the City Commission adopted Resolution No. 97-407, approving funding for seven (7) community -based organizations, to provide economic development services within their respective neighborhood target areas. The City Commission also set aside 10% of each CBO funding until the administration identified additional funds for a CBO to operate in the Model City and Wynwood areas, which were not part of the original recommendations. On September 9, 1997, the City Commission adopted Resolution No. 97-603, restoring the 10% funding to the seven (7) CBOs and identifying funds in the amount of $100,000.00 to fund the additional two (2) CBOs for a one-year (1) period. The City advertised for proposals from organizations interested in providing commercial facade and business assistance within the two (2) neighborhoods. The Administration has reached mid -year in the normal C.D.B.G. contract period, therefore, it is respectfully recommended that only $25,000.00 be provided for a six-month (6) period. C 0 Honorable Mayor and Members of the City Commission Page 2 The City received a total of only three (3) proposals. One proposal for Model City, from the Youth of America and two (2) proposals for the Wynwood neighborhood, from the Rafael Hernandez Housing and Economic Development Corporation and the Wynwood Community Economic Development Corporation (WEDC). Staff did not recommend WCEDC, due to its non-compliance with a previous City contract of $75,000.00. <shared-memosvh>mayorcc33 2 97- 747 0 CITY OF 1VIIANII COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM NOTICE REQUEST FOR PROPOSALS The City of Miami is seeking proposals from non-profit community based organizations (CBO's) to carry out eco- nomics development programs within the City's neighbor- hood development target areas of Wynwood and Model City. The selected CBO's will provide at a minimum, commercial facade . and technical assistance services to neighborhood businesses designed to help create and retain employment opportunities in the respected communities. The City's funding period for a one-year contract under the economic development program being on July 1st of each year and ends on June 30, of the following year. It is antic- ipated that the contract period for these proposals will only be for a six-month period, from January 1, 1998, to June 30, 1998. Accordingly, the selected CBOs will be required to complete a combination of ten (10) commercial facades and/or five (5) technical assistance which is half of the requirements for a regular one-year contract. The normal minimum base funding for a one-year agree- ment is $50,000.00. Accordingly, funds in the amount of $25,000.00 each is available for a CBO in Wynwood and Model City respectively. All agencies will be required to adhere to, and comply with, federal regulations of the U.S. Department of Housing and Urban Development (HUD) which governs the sources of funds, i.e., Community Development Block Grant (CDBG) funds. Award of the funding will be made by the Miami City Commission at a scheduled public, hearing.
