HomeMy WebLinkAboutR-97-0741J-97-734 10/21/97 RESOLUTION NO. 9 9— 741 A RESOLUTION APPROVING THE PAYMENT OF FUNDS TO METROPOLITAN DADE COUNTY, IN AN AMOUNT NOT TO EXCEED $90,000.00, FOR SERVICES ASSOCIATED WITH VIRGINIA KEY AND OTHER SPECIAL SITE RESTORATION PROJECTS IDENTIFIED AS A RESULT OF HURRICANE ANDREW; ALLOCATING FUNDS THEREFOR AS PREVIOUSLY APPROPRIATED BY CAPITAL IMPROVEMENTS ORDINANCE NO. 11337, AS AMENDED, PROJECT NO. 336006, FOR SAID SERVICES, SAID FUNDS TO BE FULLY REIMBURSED BY THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, HURRICANE ANDREW RECOVERY AND REBUILDING TRUST FUND. WHEREAS., on September 10, 1992, the City Commission adopted Resolution No. 92-551, authorizing the City Manager or his designee to enter into contracts, vendor agreements and/or purchase orders for the acquisition of such services, equipment, goods, and/or materials as may be required for burden relief and disaster assistance due to the damage caused by the aftermath of Hurricane Andrew; and WHEREAS, the 1993 Legislature appropriated $1,850,000.00 to the City of Miami from the Hurricane Andrew Recovery and Rebuilding Trust Fund, administered through a contract between the City and the Florida Department of Environmental Protection for the rehabilitation of City -owned parks, including Virginia Key, Alice Wainwright, Simpson and Sewell; and SY01f iN'G or OCT 2 8 1997 Resolution Na 97- 741 WHEREAS, pursuant to said Resolution the City entered into an Interlocal Agreement with Metropolitan Dade County for services associated with Virginia Key and other special site restoration projects identified as a result of Hurricane Andrew; and WHEREAS, it is now necessary to make payments to Metropolitan Dade County for services provided under said Agreement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The payment of funds to Metropolitan Dade County, in an amount not to exceed $90,000.00, is hereby approved for services associated with Virginia Key and other special site restoration projects identified as a result of Hurricane Andrew, with funds therefor hereby allocated as previously appropriated by Capital Improvements Ordinance No. 11337, as amended, Project No. 336006, for said services, said funds to be fully reimbursed by the Florida Department of Environmental Protection, Hurricane Andrew Recovery and Rebuilding Trust Fund. Section 3. . QU' NNT610 S , CITY ATT Y W1959:BSS 97- 741 - 3 - CITY OF MIAMI, FLORIDA - INTER -OFFICE MEMORANDUM CA3 TO: DATE: OCT I T FILE: Honorable Mayor and Members of the City Commission SUBJECT: Resolution Approving Payment to Dade County/Site Restoration/Hurricane Andrew FROM: REFERENCES: Edward Mar u:) City Manager ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution approving the payment of funds in an amount not to exceed $90,000 to Metropolitan Dade County for services associated with Virginia Key and other special site restoration projects identified as a result of Hurricane Andrew. This Resolution also allocates the funds which were previously appropriated for said services by Capital Improvements Ordinance 11337, as amended, Capital Improvement Project No. 336006. BACKGROUND: On September 10, 1992, the City of Miami Commission adopted Resolution No. 92-551 authorizing the City Manager or his designee to enter into contracts, vendor agreements and/or purchase orders for the acquisition of such services, equipment, goods and/or materials as may be required for burden relief and disaster assistance due to the damage caused by and the aftermath of Hurricane Andrew, as long as these services did not exceed $150,000. Since the City did not have the in-house expertise to restore natural areas, we entered into anInterlocal Agreement with Metropolitan Dade County, (through its Park and Recreation Department and Department of Environmental Resources Management) for services associated with. the environmental restoration of Virginia Key , Alice Wainwright, Simpson and Sewell Parks. Services to the City under this Agreement include: development of a comprehensive restoration and management plan, field training in exotic plant control methods, technical support throughout the duration of the project, assistance in obtaining permits, and preparation of construction drawing and specifications if needed. The City agreed to pay for the professional and technical services previously outlined, a fee not to exceed $90,000. Funding for this purpose comes from the 1993 Legislature which appropriated $1,850,000 to the City from the Hurricane Andrew Recovery and Rebuilding Trust Fund, administered through a contract between the City and the Florida Department of Environmental Protection. To date, Metropolitan Dade County has completed the restoration plan, field training and continues to provide technical support on a monthly basis to the City in the restoration of all four sites mentioned. Recently invoices totaling $15,900 have been received covering work performed by Dade County from October 1994 to the present. To this end, it is recommended that the City Commission approve the attach Resolution so that we may proceed to pay Dade County an amount not to exceed $90,000 as stipulated in the Interlocal Agreement.
