HomeMy WebLinkAboutR-97-0740J-97-733 10/22/97 RESOLUTION NO. 9 7_ 740 A RESOLUTION, WITH ATTACHMENT, ACCEPTING A CONTRIBUTION, IN THE AMOUNT OF $93,990, FROM METROPOLITAN DADE COUNTY FOR CONSTRUCTION COSTS ASSOCIATED WITH THE BAYWOOD PARK ENVIRONMENTAL ENHANCEMENT PROJECT FOR THE DEPARTMENT OF PARKS AND RECREATION; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH METROPOLITAN DADE COUNTY, IN SUBSTANTIALLY THE ATTACHED FORM, TO ACCEPT SAID CONTRIBUTION. WHEREAS, the City and Dade County have entered into an Interlocal Agreement to engage the professional services of the County's Department of Environmental Resources Management to undertake a number of improvement and enhancement projects for environmentally sensitive city -owned properties; and WHEREAS, the County desires to provide partial funding for the implementation of an environmental enhancement project at the City of Miami owned Baywood Park; and WHEREAS, funds have been identified and were approved by the Board of County Commissioners pursuant to Resolution R-142-97; and WHEREAS, the County desires to make $93,990 available through cost reimbursements for said enhancement project and the City is desirous of receiving this contribution; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COIMSSION KEETINC OF 0 C T 2 8 1997 Resolution No. 07" 740, • Section 1. The recitals. and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. A contribution, in the amount of $93;990, from Metropolitan Dade County for construction costs associated with the Baywood Park Environmental Enhancement Project, for the Department of Parks and Recreation, is hereby accepted Section 3. The City Manager is hereby authorized to execute an Agreement with Metropolitan Dade County, in substantially the attached form, to accept said contribution. Section 4. This Resolution shall become effective immediately upon its adoption. RECITAL a_' WHEREAS, the CITY and the COUNTY have entered into an Interlocal Agreement to engage the professional services of the �j ` COUNTY'S Department of Environmental Resources Management to undertake a number of improvement and enhancement projects for environmentally sensitive City -owned properties, the "PROJECT(S)"; and WHEREAS, the COUNTY desires to provide partial funding for the implementation of an enhancement project at the City of Miami owned Bay Wood Park; and WHEREAS, funds have being identified and were approved by the Board of County Commissioners by Resolution R-142-97. WHEREAS, the COUNTY has available $93,990.00 for partial funding through cost reimbursement for the enhancement project. NOW, THEREFORE, in consideration of the promises and the mutual covenants and obligations herein contained, and subject to the terms and conditions hereinafter stated, the parties hereto understand and agree to as follows: WJ 9'0- 740 A 0 STATEMENT OF WORK The City shall to the satisfaction of the County, fully and timely perform all work items described in the attached "Scope of Work" attached hereto as Exhibit A and made part of this understanding. TERM OF THE. UNDERSTANDING The period of performance shall commence on the date of execution and continue to September 1, 1998. REIMBURSEMENT The County shall reimburse the City in an amount not to exceed $93,900 as specified_in Exhibit A. INVOICING AND PAYMENT The City's invoices, including complete documentation of materials and services costs, shall reference the County's project name and shall be sent to the following address and project manager: Attn.: Gary R. Dade County is contributing $124,401.72 and the Florida Inland Navigation District (FIND) is contributing $75,590 for a total project coat of $199,991.72 (including project development costs). Dade County has spent $22,427 to date on project development tasks and plans to spend $7,984.72 on future project administration associated with this project. Improvements include iimerock boulders placed along the toe of the existing failing seawall, a mangrove planter in the area of the collapsed seawall and nearshore native tree plantings. work Bsea&IM Str'wture Task 1 Contractor Selection Process in cooperation with DERM, the City of Miami public Works Department and Parks and Recreation Department will select potential contractors and.administer the construction contract. Task 2 Physical Enhancements =e City will enhance the shoreline at Baywood Park identified in the approved construction drawings. 1. Copies of all executed construction contract documents. 2. Periodic inspection by DEMI during construction. 3. Certified as -built survey drawings of the completed enhancement project, and on on -site inspection by DERM staff of the completed enhancement project. A. FILE Honorable Mayor and Members of the City Commission SUBJECT: Resolution Accepting Contribution/Baywood Park Commission Mtg. 10/28/97 FROM: CAV REFERENCES: Edward e ENCLOSURES: City Man e RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution accepting a contribution in the amount of $93,990 from Metropolitan Dade County for construction costs associated with the Baywood Park Environmental Enhancement Project for the Department of Parks and Recreation. The Resolution further authorizes the City Manager to execute an Agreement, in substantially the attached form, for said purpose. BACKGROUND: The City of Miami and Metropolitan Dade County have entered into an Interlocal Agreement for the purpose of engaging the professional services of the County's Department of Environmental Resources Management to undertake a number of improvement and enhancement projects for environmentally sensitive City owned properties including Baywood Park. In cooperation with Dade County and the Florida Inland Navigation District (FIND), the City will enhance the Baywood Shoreline Park located at 9' Avenue and NE 71 Street on Biscayne Bay. Improvements include limerock boulders placed along the toe of the existing failing seawall, a mangrove planter in the area of the collapsed seawall and near shore native tree plantings. City requirements and procedures will be followed in the construction contractor selection process. In addition to the $93,990, Dade County will be contributing $30,411.72 in project development and administrative costs, making their total contribution to this project $124,401.72 (funding source is Biscayne Bay Environmental Enhancement Funds). Also, the Florida Inland Navigation District is contributing a grant of $75,590 which, combined with the County's $124,401.72, makes the total project cost be $199,991.72. No City contribution is required. It is therefore recommended that the City Commission adopt the attached Resolution in its entirety in order to proceed with the implementation of the Baywood Park Environmental Enhancement Project.
