TO SERVE AS MEMBERS OF THE CITYWIDE COMMUNITY
DEVELOPMENT ADVISORY BOARD FOR TERMS AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as members of the Citywide Community Development
Advisory Board, each member to serve a term expiring May 5, 1998,
or until the nominating commissioner leaves office, whichever
occurs first:

The Citywide Community Development Advisory Board was created to advise the City
Commission on community development and housing needs. The board will be responsible for
providing a leadership role in encouraging target area -wide resident participation in the citywide
grant process as follows: (a) Promoting interest in grant activities in the target areas; (b)
Providing residents with an opportunity to discuss community concerns and related issues; (c)
Providing an opportunity for City residents to identify community needs; (d) Facilitating two-way
communication with government representatives and target area residents, and assisting the
City in communicating its program services and benefits to residents; (e) Recommending
priorities for community improvements; (f) Reviewing the progress of community improvement
activities; and (g) Conducting public meetings.
Twelve appointments are needed at this time because their terms expired on May 5, 1997:
There are eight target area representatives on this board which are elected from their various
neighborhoods. The Department of Community Development held neighborhood elections for
the selection of new members. The Commission at large is requested to confirm the
following seven individuals who were elected: Frankie Shannon Rolle for Coconut Grove, Balam
Welcome for Overtown, Sigfredo Delgado, Jr. for Little Havana, Fred St. Amand for Edison Little
River, Eleanor Kluger for Downtown, Wilhelmina Williams Ford for Model City, and Dorothy
Quintana for Wynwood. The Department of Community Development will need to conduct a
second election in the Allapattah Target Area because the first election winner, Mariano Cruz,
was deemed to have automatically resigned from said board by virtue of his qualifying as' a
candidate for City of Miami Commissioner District 1 (see letter attached).
In addition, there are a total of ten seats on the board which are appointed by the City
Commission. Five of said seats have terms which expired or have vacant seats as follows:
Mayor Carollo has two nominations for appointment to make for seats currently held by
Raisa Fernandez and Michel Lubin.
Vice Mayor Regalado has one nomination to make for vacant seat formerly held by
Ramon Flores, who resigned (copy of letter attached).
• Commissioner Gort has two nominations for appointment to make for one vacant seat
formely held by James Simmons who was excessively absent, and another seat currently
held by Angel Urquiola.

For your information, attached please find a copy of the current membership to said board. By
copy of this memorandum, we are requesting that the Agenda Office place this issue on the
October 14, 1997 Commission agenda.

upcoming Nonpartisan Primary Election. Prior to qualifying, you were also an elected member
of the Citywide Community Development Advisory Board representing the Allapattah target
area. Please be aware of City of Miami Code Section 2-884(d) [copy attached] which states that
your qualification as a candidate shall be deemed a tender of resignation from the
aforementioned board.

(b) After passage on first reading of an ordi-
nance creating a new board and prior to the
second reading of said ordinance, the city man-
ager shall submit to the city commission a report
setting forth the following information concerning
the proposed new board:
(1) For boards other than advisory boards,
whether the establishment of the board
will create sufficient betterment to the com-
munity to justify the city commission's del-
egation of a portion of its authority.
(2) Whether another board or agency, either
public or private, which is already in exist-
ence could serve the same purpose.
(3) The costs, both direct and indirect, of es-
tablishing and maintaining the board.
(4) Whether the board is necessary to enable
the city to obtain state or federal grants or
other financing.
(5) For boards other than advisory boards,
whether the board should have bonding
authority.
(6) For boards other than advisory boards,
whether the board should have the final
authority to enter into contracts and spend
city funds, or whether its contracts and
expenditures must be ratified by the city
commission.
(7) Whether the creation of a new board is the
best method of achieving the benefit de-
sired.
(c) The second reading shall be held no earlier
than 15 days after passage on first reading of the
ordinance creating said board.

Sec. 2-884. Membership on boards.
(a) All members of city boards shall either be
permanent residents of the city, own real property
in the city, or work or maintain a business in the
city, and shall have good reputations for integrity
and community service. In addition, all board
members should have demonstrated an interest
in the field, activity or sphere covered by the
board. Each board shall include at least one

member whose livelihood does not depend on the
area regulated, administered or dealt with by the
board.
(b) Unless the city commission by four -fifths
vote of its membership waives the requirement
that board members either reside in the city, own
real property in the city or maintain a business in
the city, any member of a city board who ceases to
be a resident of the city and/or ceases to work,
own real property or maintain a business in the
city during the term of his or her office shall
immediately advise the city clerk. The city clerk
shall inform the city commission whenever a
board member has ceased to be in compliance
with said eligibility requirements for board mem-
bership and said board member shall be automat-
ically removed from the board. The city clerk shall
then inform the city commission in writing that
the position has been declared vacant. Upon being
advised by the city clerk of such circumstances,
the city commission shall promptly fill the vacant
position.
(c) The primary consideration in appointing
board members shall be to provide the board with
the needed technical, professional, financial, busi-
ness or administrative expertise. The member-
ship of each board should be representative of the
community at large and should reflect the racial,
ethnic and cultural makeup of the community.
(d) No member of any city board shall become a
candidate for elective political office during his or
her term. Should any member of a city board
qualify as a candidate for elective political office,
such qualification shall be deemed a tender of
resignation from such board.

Sec. 2885. Terms of office.
(a) The terms of office of the members of each
board shall be of one year or until the nominating
commissioner leaves office, whichever occurs first.
When the nominating commissioner leaves office
the board member's term shall expire. Vacancies
on boards shall be filled by the commission for the
unexpired term. Board members shall continue to
serve until their successors have been appointed
and qualified.
