NO. 194001.590601.6860.94654), (2) $26,909.00 (ACCT. NO. 194002. 590602.6860.94654), (3) $882,830.00 (ACCT. NO. 194004.590604.6860. 94654) AND (4) $5,556,474.00 (ACCT. NO. 194005.590605.6860.94654) FROM THE FY 1993, 1994, 1996 AND 1997 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANTS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE PROGRAM. WHEREAS, the HOPWA Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992; and WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of 1992 stipulates that the city, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county government, must be the applicant for the Grant and be allocated the related funding; and E:c F. k O'y Crry COIam, laETUJC OF OCT IA �99� Aesolu� 1Va -97- 723 WHEREAS, the City of Miami is the most populous unit of general local government in Miami EMSA and therefore responsible for this EMSA's formula allocation HOPWA Program Grant; and WHEREAS, the City of Miami applied for and received the 1993, 1994, 1996 and 1997 HOPWA Grants, respectively; and WHEREAS, at the regularly scheduled, and duly advertised, September 1997 HOPWA Advisory Board (HAB) meeting, the HAB unanimously passed a resolution recommending the award of $9,713.00 and $26,909.00 in unexpended 1993 and 1994 administrative funds, respectively, to Metropolitan Dade County Human Resources Department (Office of Community Services) for the provision of short term housing assistance; and WHEREAS, at the same HAB meeting, the HAB recommended not using the request for proposal (RFP) process for the award of the remaining 1996 HOPWA funds and the 1997 HOPWA funds planned for long term housing assistance, in order to expedite the delivery of housing assistance to those on the waiting lists, some of whom have been waiting longer than two years; and WHEREAS, at the same HAB meeting, the HAB unanimously passed a resolution recommending the award of the remaining $882,830.00 in unallocated and unexpended 1996 HOPWA funds to Economic Opportunity Family Health Center for the provision of long term, client based housing assistance; and WHEREAS, at the same HAB meeting, the HAB unanimously passed a resolution recommending Economic Opportunity Family Health Center and Metropolitan Dade County Housing Agency for an award of $2,678,237.00, each, and Douglas Gardens Community Mental Health Center and the Haitian American 2 97- 723 Ll 0 Foundation $100,000.00, each, in 1997 HOPWA funds, for the provision of long term housing assistance; and WHEREAS, the City Administration agrees with the HAB and recommends the agencies, as stated in Section 2 and 3 of this Resolution, be awarded the specified funding to providei long term housing assistance to low income persons with HIV/AIDS throughout the Dade County geographic area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. SECTION 2. The City Commission hereby approves the allocation of $9,713.00 and $26,909.00 in unexpended 1993 and 1994 administrative funds, respectively, to Metropolitan Dade County Human Resources Department (Office of Community Services) for the provision of short term housing assistance to very low income persons with AIDS throughout the entire Dade County geographic area. SECTION 3. The City Manager is authorized' to execute the necessary documents, in a form acceptable to the City Attorney, with the aforementioned service providers, to implement said Programs. SECTION 5. Further, mandating that all assisted persons with AIDS have a case manager in order to assure that all clients assisted by HOPWA are advised of and referred to agencies providing services to which the client may be entitled or may be available to them. $2,7.78,236 Fiscal Year 1997: CLIENT BASED HOUSING ASSISTANCE Goal: To provide long term, client based, housing assistance to approximately 400 very low income households, having at least one member with AIDS, as defined by the Centers for Disease Control, for approximately one year. Further, mandating that all assisted persons with AIDS have a case manager in order to assure that all clients assisted by HOPWA are advised of and referred to agencies providing services to which the client may be entitled or may be available to them. 9 723 TO FROM CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Honorable Mayor and Members of the City Commission City Manager RECOMMENDATION: DATE: SUBJECT: REFERENCES ENCLOSURES: • 34 OCT % FILE Resolution awarding funding to various agencies from HOPWA FY 1993, 1994, 1996 & 1997 October 14, 1997 City Commission Agenda Item It is respectfully recommended that the City Commission adopt the attached . resolution authorizing the City Manager to execute the necessary documents with Metropolitan Dade County's Department of Human Resources (Office of Community Services), Metropolitan Dade County's Housing Agency, Douglas Gardens Community Mental Health Center, Economic Opportunity Family Health Center, and Haitian American Foundation for the provision of long term housing assistance to very low income persons with AIDS, in connection with the 1993, 1994, 1996 and 1997 Housing Opportunities for Persons With AIDS (HOPWA) Program Grants. Funding is being provided from the U.S. Department of Housing and Urban Development (HUD) fiscal year 1993 (Account No. 194001.590601.6860.94654), 1994 (Account No. 194002. 590602.6860.94654), 1996 (Account No. 194004.590604.6860.94654) and 1997 (Account No. 194005.590605.6860.94654) HOPWA Program Grants. BACKGROUND: Over the last three months, the HOPWA Advisory Board (HAB) has been reviewing the budgets and expenditures of the City's various HOPWA Program Grants. At the HAB's regular monthly meeting, held on September 15, 1997, the HAB unanimously recommended that the City reallocate uncommitted and unexpended HOPWA administrative funds from the 1993 and 1994 HOPWA Program budgets and use these funds for short term housing assistance. The HAB also recommended that these unutilized funds be awarded to Metropolitan Dade County's Department of Human Resources (Office of Community Services), the current service provider, for the provision of said assistance. The amounts of uncommitted and unutilized 1993 and 1994 administrative funds, as of August 31, 1997, are $9,713.00 and $26, 909.00, respectively. At the same September 15, 1997 HAB meeting, the HAB unanimously recommended that the remaining $882,830.00 in unallocated 199.6 HOPWA Program Grant funds be awarded to Economic Opportunity Family Health Center for the provision of long term, client based housing assistance. This will allow approximately 73 persons, who have 'been on the waiting list for at least one and a half years, to be assisted. 97- 723 1 • Honorable Mayor and Members of the City Commission Page 2 Additionally, the HAB unanimously recommended that the $5,56,473.00 in HOPWA Prograam funding allocated for long term- housing assistance in the City's 1997 Consolidated Plan, be awarded to the following agencies in the amounts specified below: Agency Name Metropolitan Dade County Housing Agency Douglas Gardens Community Mental Health Center Economic Opportunity Family Health Center Haitian American Foundation Service Category Amount Provider based housing assistance $2,678,236 Provider based housing assistance $100,000 Client based housing assistance $2,678,236 Client based housing assistance $100,000 The above awards from the 1997 Consolidated Plan would provide long term housing assistance for approximately 770 clients for one year. The City Administration agrees with the HAB's abovementioned recommendations, and recommends that the City Manager be authorized to execute all necessary documents to implement said recommendations. City Commission ratification of the attached resolution is recommended. 2 97- 723
