A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
A LEASE AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH MARUIZ HOTEL CORPORATION, INC., FOR
LEASE OF A BUILDING LOCATED AT 800 NORTHEAST 1ST
AVENUE, MIAMI, FLORIDA, FOR USE BY THE OFFICE OF
HOMELESS PROGRAMS, FOR A PERIOD OF ONE (1) YEAR WITH
THE PROVISION TO EXTEND SAID LEASE FOR FOUR (4)
ADDITIONAL ONE (1) YEAR PERIODS, AT A MONTHLY RENTAL OF
$1,780.00; ALLOCATING FUNDS THEREFOR FROM GRANTS
FROM THE UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT, ACCOUNT CODE- NOS.

WHEREAS, the City of Miami Office of Homeless Programs is part of a multi -agency
team that provides storage facilities, outreach, assessment and placement to homeless
individuals and families throughout Metropolitan Dade County; and
WHEREAS, for the past three years, the Office of Homeless Programs has placed.
5500 homeless individuals and families into shelters; and
WHEREAS, nationwide studies have concluded that homeless individuals gravitate
towards and congregate in the downtown centers of urban areas; and
WHEREAS, Mauriz Hotel Corporation, Inc., is the owner of a building located at 800
Northeast 1 st Avenue, Miami, Florida (the "Premises"); and

WHEREAS, the City of Miami Office of Homeless Programs, desires to lease the
Premises for its exclusive use and occupancy to provide storage facilities, outreach,
assessment, and referral services to homeless individuals within the City of Miami;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth. in this
Section.
Section 2. The City Manager is hereby authorized' to execute a lease agreement, in
a form acceptable with the City Attorney, with Maruiz Hotel Corporation, Inc., Miami,
Florida, for lease of a building located at 800 Northeast 1st Avenue, Miami, Florida, for use
by the Office of Homeless Programs, for a period of one (1) year with the provision to
extend said lease for four (4) additional one (1) year periods, at a monthly_ rental of
$1,780.00, with funds therefor hereby allocated from grants from the United States
Department of Housing and Urban Development, Account Code nos.
18301 1.45392.6.620 and 147010.450393.6.620.
Section 3. This Resolution shall become effective immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached resolution extending and
modifying the lease of the property located at 800 NE 1 st Avenue, Miami, Florida, owned by Maruiz Hotel
Corporation, Inc. This property is currently leased by the City of Miami and is occupied by the Office of
Homeless Programs. The current cost per square foot is $3.50 per annum. The additional space will be leased at
the same rate. The total amount for the yearly lease will be $21,360.00 The lease will be for a period of one (1)
year with the provision of four (4) one year extensions. The moneys will be allocated from funds from the
United States Department of Housing and Urban Development awarded to the City of Miami. The accounts and
project codes for this is 183011.450392.6.620 and 147010.450393.6.620.
BACKGROUND:
The present location of the Office of Homeless Programs was acquired in November of 1996, and a one year
lease for the amount of $19,200.00 ($7.68SF) was approved by the City Commission in October of 1996
(Resolution no 96-788). This lease expires in October 1997. Modifying the lease will allow the Office of
Homeless Programs to continue to provide outreach assessment, placement and storage services to homeless
individuals.
The City of Miami is negotiating an agreement with the ACLU that includes a specific protocol. The protocol
is proposed to include the storage of personal, uncontaminated articles by the Office of Homeless Programs
when the arrest of a homeless person takes place. This lease agreement includes the space necessary to fulfill
this obligation and ensure that homeless individuals and families throughout the city are contacted and
transported to emergency, transitional and permanent housing.
