HomeMy WebLinkAboutR-97-0686J-97-675 10/1/97 RESOLUTION NO. 9_7 ` 6 6 A RESOLUTION AUTHORIZING THE ALLOCATION OF FIFTEEN THOUSAND, FOUR HUNDRED ($15,400.00) DOLLARS FROM COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (PROJECT 799602), FOR THE REHABILITATION OF ELEVEN (11) BUSINESSES LOCATED IN THE EDISON/LITTLE RIVER AREA UNDER THE CITY- WIDE COMMERCIAL FACADE PROGRAM; SAID FUNDS TO BE DISBURSED AS HEREIN SPECIFIED. WHEREAS, the City-wide Commercial Facade Program (the "Program") was approved in the Fourteenth (14fl') Year Community Development Block Grant Application by Resolution No. 88-384; and WHEREAS, the program is designed to promote economic revitalization in the neighborhoods of the City of Miami, and accordingly, is an important part of the City's economic development strategy; and WHEREAS, funds for the Program are allocated from Community Development Block Grant Funds (Project #799602) up to the amount specified; and WHEREAS the properties to be rehabilitated pursuant to the Program are located within the Edison/Little River target area; and WHEREAS eligibility for assistance under the Program is based on a 70% - 30% match, with the City providing 70% and the business or property owner providing 30% of the MEETING OF 0 CT 1 4 1997 Resolution No. 9`- 686 cost of construction, which shall not exceed the total amount of two thousand, ($2,000.00) dollars per participating business; and WHEREAS, the properties to be rehabilitated have been reviewed by the City of Miami Community Development Department and Pierre Toussaint Haitian Catholic Center, Inc. and are found to be eligible for the Program; and WHEREAS, Pierre Toussaint Haitian Catholic Center, Inc. has the necessary expertise, and is willing to provide the services necessary for the implementation of the Program and the disbursement of.funds allocated to the participating businesses. NOW, THEREFORE, BE IT.RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Recitals and Findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The amount of fifteen thousand, four hundred ($15,400.00) dollars of Community Development Block Grant Funds (Project #799602) is hereby allocated for the rehabilitation of eleven (11) businesses located in the Edison/Little River area under the Comprehensive City-wide Commercial Facade Program. Section 3. Financial assistance to be provided by the City under this program shall be based on a 70% - 30% match, with the City contributing up to one thousand, four hundred ($1,400.00) dollars per participating business and the business or property owner contributing up to six hundred ($600.00) dollars. Section 4. Upon completion of the rehabilitation program, Pierre Toussaint Haitian Catholic Center, Inc. shall present to the City of Miami Community Development Department, all documentation and invoices generated by, or pertaining to, the project. 2 97- 6g66 Section 5. W-/ ••• • •� 9'7-- 686 3 CITY OF MIAMI, FLORIDA CA-6 INTER -OFFICE MEMORANDUM TO: Honorable Mayor. and DATE: OCT % _ _ - FILE Members of the City Commission SUBJECT: Commercial Facade Rehabilitation FROM: E ward M ue REFERENCES: City Manager ENCLOSURES: City Commission Agenda Item October 14, 1997 RECOMMENDATION: It is respectfully recommended that the City Commission approve the attached resolution allocating fifteen thousand, four hundred ($15, 400.00) dollars to the Pierre Toussaint Haitian Catholic Center, Inc., from the City of Miami Commercial Facade Treatment Program, for the rehabilitation of eleven (11) businesses in the Edison/Little River area. This is an on -going project which has been funded since 1988 with great success in terms of revitalizing small businesses serving low and moderate income neighborhoods. The total Community Development Block Grant (CDBG) funding approved for this City-wide project for FY 1997 - '98 is one hundred thousand ($100,000.00) dollars. The recommended allocation of fifteen thousand, four hundred ($15,400.00) dollars will be applied Against the unspent project balance of one hundred thousand ($100,000.00) dollars. Please note that the Commercial Facade Treatment Program project is implemented on a City-wide.basis through community based organizationsserving each target area. Since the inception of the Program, the City has assisted over one thousand, three hundred (1,300) small businesses by renovating and painting their store fronts. BACKGROUND: In an effort to promote economic revitalization within blighted City of Miami neighborhoods, the Commercial Facade Treatment Program was implemented per Resolution No. 88-384 during the 14' Year of the Community Development Block Grant (CDBG) Program. Since that time, many businesses exteriors have been improved with respect to paint, signs, awnings, etc., resulting in upgraded living conditions in the affected areas, enhance neighborhood services, and increased benefits to the community. 97- 686 Ll Honorable Mayor and Members of the City Commission Page 2 Therefore, it is requested that the City Commission allocate CDBG funds in the amount of fifteen thousand, four hundred ($15,400.00) dollars to Pierre Toussaint Haitian Catholic Center, Inc., for the implementation of the facade improvement program for the following properties: Edison/Little River Area: 1. Oracle Health Systems, Inc. 2. Advocare Health Services, Inc.. 3. Le Jeune, Inc. 4. Lipton & Associates, Inc. 5. Lipton & Associates, Inc. 6. Sylbio Multi -Services 7. Dollar Store 8. Marie St. Germain Beauty Salon 9. Vacant 10. Vacant 11. Universal Clothing. Pierre Toussaint Haitian Catholic Center, Inc., will assume responsibility for completing all pertinent documentation, and will forward such information to the City of Miami Department of Community Development.
