HomeMy WebLinkAboutR-97-0658J-97-693 9/23/97 RESOLUTION NO. 9 658 A RESOLUTION AUTHORIZING THE CITY MANAGER TO MAKE RENTAL ASSISTANCE PAYMENTS, ON AN INTERIM BASIS, AS HOPWA GRANTEE AND ON BEHALF OF HOPWA CLIENTS ENROLLED IN CHRISTIAN COMMUNITY SERVICE AGENCY'S (CCSA) HOUSING ASSISTANCE, PROGRAM UNTIL SUCH TIME AS METROPOLITAN DADE COUNTY HOUSING AGENCY (MDCHA), THE NEW SERVICE PROVIDER, ASSUMES THESE RESPONSIBILITIES; ALLOCATING FUNDS THEREFOR FROM HOPWA PROGRAM ACCOUNTS, FY 1995, 194003.590603.6860.94654 AND FY 1996, 194004.590604.6860.94654; FURTHER, AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO EFFECT SAID INTERIM PAYMENT PROGRAM. WHEREAS, on September 9, 1997, the City Commission, pursuant to Resolution No. 97-609, authorized the City Manager to consent to the assignments of Christian Community Service Agency's (CCSA) two contracts with the City of Miami to Metropolitan Dade County Housing Agency (MDCHA) to provide long term housing assistance to clients enrolled in Housing Opportunities for Persons With AIDS (HOPWA) Programs; and WHEREAS, MDCHA has informed the City that it cannot begin to service the HOPWA clients enrolled at Christian Community Service Agency on October 1, 1997, as previously anticipated; and WHEREAS, it is critical that timely rental assistance payments be made on behalf of these clients during this transition period: and CITY CO Yinssion MEETING OF S E P 2 3 1992 Resolution No. b7- 658 WHEREAS, the City of Miami, as the HOPWA Grantee, is responsible for the administration of the HOPWA funds, and thereby, must service these clients until Metropolitan Dade County Housing Agency is able to take on this responsibility as planned; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to make rental assistance payments, on an interim basis, as HOPWA grantee and on behalf of HOPWA clients enrolled in Christian Community Service Agency's (CCSA) Housing Assistance Program until such time as Metropolitan Dade County Housing Agency (MDCHA), the new service provider, assumes these responsibilities, with funds therefor hereby allocated from HOPWA Program, FY 1995 account no. 194003.590603.6860.94654 and FY 1996 account no. 194004.590604.6860.94654. Section 3. The City Manager is hereby authorized to execute the necessary documents', in a form acceptable to the City Attorney, to effect said interim payment program. Section 4. This Resolution shall become effective immediately upon its adoption. The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 9 d` 658 PASSED AND ADOPTED this 23rd day of September, 1997.
