It is respectfully recommended that the City Commission authorize the Office of Asset
Management to continue the current month to month rental agreement, under the same
terms and conditions, between the City of Miami and Bayview Associates, Inc., for the
purpose of renting 6,164 square feet of office space at the Dupont Plaza Center, on a
month to month basis, at a rental rate of $11.00 per square foot for a monthly rent of .
$5,650.33, which includes thirteen (13) parking spaces in the Dupont Plaza Parking
Garage and to authorize the Department of Purchasing to approve monthly payments due
under said agreement. This office space would be occupied by the Neighborhood Jobs
Program.
BACKGROUND
The City has continued renting space at the Dupont Plaza to house the Neighborhood
Jobs Program. The Division provides employment and training support services for our
economically disadvantaged citizens. They have now received funding to process in
excess of 900 welfare to work participants under the Work and Gain Economic Self -
Sufficiency (WAGES) Program, which is the new welfare reform legislation in the State
of Florida. This is in addition to the more than 900 low-income residents the Division is
currently serving. At the June 9, 1997 Commission Meeting a request for a six month
extension of the lease was amended to ninety (90) days, through September 30, 1997,
with your instruction to relocate the Division to office locations in the communities most
in need of their services. The suggested locations were the Police Sub Stations in the
north and south community areas. At the June 9, 1997 Commission meeting you were
informed by staff that the Neighborhood Jobs Program was administering the Summer
Youth Employment and Training Program for approximately 400 disadvantaged City
youth through September 30, 1997, in addition to the on -going services to low income
City residents. Additionally, the Division was in the process of submitting an application
for funding under the new Florida welfare reform legislation, Work and Gain Economic
Self -Sufficiency (WAGES), to provide employment and training services to City

residents being impacted by the new legislation. These services were to be provided
under programs beginning July 1, 1997. Staff explained that if the Division was
successful in their application, the requirements of the programs would to a large degree
determine the size and location of office space that would be needed to operate the
programs.
The Division has been successful in their application and has received initial funding
through the South Florida Employment and Training Consortium (SFETC) to provide
services to 168 City residents under the new WAGES legislation. This program
commenced August 1, 1997. The Division has now been approved for funding through
the WAGES Coalition to serve an additional 800 City residents under the WAGES
legislation commencing October 1, 1997. The total funding for these two programs is
approximately $2,000,000 dollars. Under the terms of the WAGES Coalition funding the
Division must maintain Employment Transition Centers in the communities most
impacted by welfare reform (i.e. CDBG target communities), to better serve the residents
involved in these programs. The Division is currently researching available space for the
Employment Transition Centers to be located in the Little Havana, Model City and
Allapattah-Wynwood areas. In addition, the Division will have staff out -stationed in
NET Offices in other high impact areas.
In following your instructions last June, the space availability at the Police Sub -Stations
in the north and south areas was investigated and due to various circumstances (i.e. the
amount of space available, time frames and community concerns) a relocation of the
Neighborhood Jobs Program to either of those locations was not possible. Since that
determination, other location possibilities have been pursued. With the WAGES
Coalition funding requirements we have focused our search to the three communities
noted, Little Havana, Model City and Allapattah-Wynwood. While .there is progress in
this effort we do not anticipate being able to complete contract negotiations and lease
improvement before the September 30, 1997 termination of our lease at the Dupont. We
are continuing the relocation efforts to be completed as soon as possible.
All costs associated with this extension will be paid from grant sources requiring no
General Fund contribution.
The continued month to month rental will ensure that the Division can continue to
provide services to our most needy citizens, as well as the additional services to residents
under the new welfare reform legislation, while making plans for an orderly relocation.
Funds to cover the monthly rental will be allocated from the JTPA Title II -A, Title II-C,
Title III and WAGES/JTPA Program funds administered by the Neighborhood Jobs
Program, accounts 184-085 454-002;,184-086 454-003; 184-087 454-004; and, 184-088
454-005 for payments due under this month to month agreement.
