$1,263.60, FROM $77,580.90 TO $78,834.50, IN THE CONTRACT
BETWEEN THE CITY OF MIAMI AND SOVEREIGN CONSTRUCTION
GROUP, INC., DATED DECEMBER 8, 1995, FOR THE N.W. 50
STREET 12 INCH WATER MAIN PROJECT, B-4585 (SECOND
BIDDING), C.I.P. PROJECT NO. 331391; ALLOCATING FUNDS
THEREFOR FROM COMMUNITY DEVELOPMENT BLOCK GRANT
MONIES PREVIOUSLY APPROPRIATED BY CAPITAL IMPROVEMENT
ORDINANCE NO. 11337, CAPITAL IMPROVEMENT PROJECT NO.
331391.
WHEREAS, on December 8, 1995, The City of Miami and Sovereign Construction Group, Inc.,
entered into a contract for the construction of a 12 inch water main located along N.W. 50 Street between
N.W. 12 Avenue and N.W. 13 Avenue, Capital Improvement Project No. 331391; and
WHEREAS, an increase in an amount not to exceed $1,253.60 is required to cover the cost of the
necessary work to construct a new 4 inch water service; and
WHEREAS, the Interim Director of the Department of Public Works and the City Manager
recommend the increase in said contract to cover the additional costs; and
WHEREAS, funds for the increase are available from previously appropriated Capital
Improvement Ordinance No.11337, as amended, C.I.P. No. 33191;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the preamble of this resolution are hereby
adopted by reference hereto and incorporated herein as if fully set forth in this Section.
Section 2. An increase in the contract, in the amount of $1,253.60, from $77,580.90 to $78,834.50,
between the City of Miami and Sovereign Construction Group, Inc., for, N.W. 50 Street 12-inch Water
Main Project, B-4585 (Second Bidding), is hereby approved, with funds therefor hereby allocated from
Community Development Block Grant Funds, previously appropriated by Capital Improvement Ordinance
No.11337, as amended, Project No. 331391.
Section 3. This Resolution shall become effective immediately upon its adoption.

It is respectfully recommended that. the City Commission adopt the attached resolution authorizing
an increase in the amount of $1,253.60 from $77,580.90 to $78,834.50 in the contract with
Sovereign Construction Group, Inc. for the N.W. 50 Street-12 inch Water Main Project (Second
Bidding), B-4585.
BACKGROUND:
On December 8, 1995, after a formal -competitive bidding process, the City of Miami and Sovereign
Construction Group entered into a contract for the N.W. 50 Street-12 inch Water Main Project
(Second Bidding), B4585, Capital Improvement Project No. 331391.
The project's scope of work consists of constructing a 12 inch Water Main located along N.W. 50
Street between N.W. 12 Avenue and N.W. 13 Avenue bordering the northeastern corner of the
City of Miami Charles Hadley Park. The 12-inch Water Main upgrade was required by Miami -
Dade Water and Sewer Department to service the newly constructed Charles Hadley Olympic Pool
Complex under construction. During the construction of said 12 inch Water Main, a 4 inch water
service line to the Hadley Pool Park Olympic Pool Complex bathhouse and filter building was
found to be corroded. The restricted 4 inch water main line was affecting the water pressure at the
Pool Complex and had to be replaced. The total cost of the replaced water line exceeded the
contract by $1,253.60. The extra scope of work consisted of replacing 350 linear feet of existing 4
inch water service line with new 4 inch C-900 PVC pipe, restoration of 60 sq. yds. of limerock base
with 1 inch asphalt (routing across parking lot), and 1080 sq. ft. of solid sod.
Funds for the aforementioned increase of $1,253.60 are available from Community Development
Block Grant Funds previously appropriated by Capital Improvement Ordinance No. 11337, as
amended, CIP No. 331391.
