RESOLUTION NO. 9 7- 637
A RESOLUTION INCREASING THE CONTRACT WITH
INDIVIDUALS OR CERTIFIED SOCIAL SERVICE AGENCIES,
IN THE TOTAL AMOUNT OF $7,980.08, FROM $30,411.00 TO
$38,391.08, FOR THE PROVISION OF VICTIM ASSISTANCE
COUNSELING SERVICES FOR THE DEPARTMENT . OF
POLICE; ALLOCATING FUNDS THEREFOR FROM VICTIMS
OF CRIME ACT GRANT FUNDS; FURTHER, AMENDING
RESOLUTION NO. 96-662, ADOPTED SEPTEMBER 12, 1996
TO REFLECT SAID INCREASE.
WHEREAS, pursuant to the adoption of Resolution No.96-662, on August 22°d, 1996, the
Police Department requires an increase in funds for the provision of Victim Assistance Counselors;
and
WHEREAS, Victims of Crime Act Grant Funds were allocated for said counselor services
through June, 1997; and
WHEREAS, said grant was extended for an additional three month period, through
September, 1997, and additional funds were received to cover the extension period; and
WHEREAS, it is necessary to extend the counseling services and allocate additional grant
funds for the period of July, August, and September 1997; and
WHEREAS, the City Manager and the Chief of Police recommend this increase and
amending Resolution No. 96-662, to reflect same; and
WHEREAS, funds for said increase are available from the Victims of Crime Act Grant
Funds; r

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Resolution are hereby
adopted.
Section 2. An increase in the contract with individuals or certified social service agencies,
in the amount of $7,980.08, from $30,411.00 to $38,391.08, for the provision of victim assistance
counseling services for the Department of Police, is hereby approved, with funds therefor hereby
allocated from Victims of Crime Act Grant Funds.
Section 3. Resolution No.96-662, adopted August 22' , 1996, is hereby amended in the
following particulars:'
"Section 2. A resolution authorizing the City Manager to
Execute Professional Services Agreements, in a form acceptable to
the City Attorney, with Individuals or Certified Social Services
Agencies for a period of one (1) year, with the option to extend for
two (2) additional one (1) year periods, at the same price, terms,
and conditions, subject to the availability of funds, to provide
Victim Assistance Services for the City of Miami Police
Department, allocating funds therefor, in an amount not to exceed
$30,411. $38,391.08, from the Victims of Crime Act Fund.
Section 4. The City Manager is hereby authorized to instruct .the Chief Procurement
Officer to issue a purchase order for said increase.
Section 5. This Resolution shall become effective immediately upon adoption.

The remaining provisions are now in effect and remain unchanged. Asterisks indicate omitted and

It is respectfully recommended that a Resolution amending Resolution No.96-662, to increase the
amount approved from $30,411.00 to $38,391.08 for the provision of Victim Assistance
Counselors services executed under Professional Services Agreements, be approved. Funding is to
be provided from the Victims of Crime Act Fund.
BACKGROUND:
The Department of Police has been awarded additional grant monies from the State of Florida,
Office of the Attorney General to be utilized towards payment of salaries for in-house Victim
Assistance Counselors. The Department of Police responds to approximately 100,000 calls per
year where there is a victim of a crime. Approximately 7,000 of these are homicide, child abuse,
sexual battery or domestic violence cases. All these victims have certain mandated rights in our
state. The Victim Assistance Counselors are utilized by the Department of Police under executed
Professional Services Agreements to assist victims and refer them to available services.
