A RESOLUTION OF THE MIAMI CITY COMMISSION
REAFFIRMING THAT THE CITY OF MIAMI RECOGNIZES THE
CRITICAL NEED FOR HOUSING OF LOW INCOME PERSONS
WITH HIV/AIDS THROUGHOUT ALL OF DADE COUNTY AND
HEREBY RECOMMITS TO SERVING THEIR NEEDS THROUGH
THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
(HOPWA) PROGRAM; FURTHER, DIRECTING THE CITY
MANAGER TO TAKE ALL NECESSARY STEPS TO EXPEDITE
THE DELIVERY OF HOPWA ASSISTANCE TO THOSE IN NEED,
TO THE EXTENT PERMITTED BY THE HOPWA PROGRAM.
WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program
was created under the AIDS Housing Opportunity Act, and revised under the Housing and
Community Development Act of 1992; and
WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of
1992 stipulates that the City of Miami, being the most populous unit of general local
government in an eligible metropolitan statistical area (EMSA), not including county
government, must be the applicant for the HOPWA Grant and be allocated the related
funding; and
WHEREAS, the City of Miami has received a formula allocation HOPWA grant
amount of funds each year, beginning in 1993, from the U.S. Department of Housing and
Urban Development (HUD); and

WHEREAS, the City Commission recognizes that low income persons with
HIV/AIDS, both infected and affected, are in critical need of assistance for both housing
and housing related services, in the Greater Miami area; and
WHEREAS, the City Commission, with input from the community and the guidance
of the HOPWA Advisory Board, has planned for the use of HOPWA funds within the City's
Consolidated Plans, which have been submitted to, and approved by, HUD;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1 . The recitals and findings contained in the Preamble to this Resolution
are hereby adopted by reference thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby reaffirms that the City of Miami
recognizes the critical need for housing of low income persons with HIV/AIDS throughout
all of Dade County and hereby recommits to serving their needs through the Housing
Opportunities for Persons with Aids (HOPWA) Program.
Section 3. The City Manager is hereby directed to take all necessary steps to
expedite the delivery of HOPWA assistance to those in need, to the extend permitted by
the HOPWA Program.
Section 4. This Resolution shall become effective immediately upon its adoption.

ENCLOSURES:
l . Since 1993, the City of Miami has received funding from the U.S. Department of Housing and
Urban Development through the Housing Opportunities for Persons With AIDS (HOPWA)
Program. These funds have been, and currently are, used to provide housing assistance and
housing related services to low income persons with HV/AIDS throughout the entire Dade
County geographic area. The City hereby reaffirms its commitment to the HOPWA Program
and its dedication to serving the needs of those affected and infected with HIV/AIDS in our
community.
2. Taking the above into consideration, and with the unanimous support of the HOPWA
Advisory Board, the Administration recommends the allocation of $1;215,478 in 1997
HOPWA Program funds to Dade County's Department of Human Resources Office of
Community Services (OCS), for the provision of short term housing assistance to very low
income persons with AIDS. OCS has been funded by the HOPWA Program since 1992 to
provide this form of assistance. Additionally, reallocating uncommitted and unexpended funds
from the 1993, 1994, and 1995 HOPWA Programs to OCS for the provision of said housing
assistance. The total amount of these funds is approximately $98,000. Further, I am
requesting authorization to execute all necessary documents to implement said allocation and
reallocation.
3. The City Commission needs to appoint two (2) members to the HOPWA RFP Review
Committee to fill all five (5) appointments.
4. The City Commission needs to appoint six (6) members and one (1) alternate to the HOPWA
Advisory Board in order to complete the appointments.
