HomeMy WebLinkAboutR-97-0626J-97-419 8/28/97 RESOLUTION NO. 9 J 626 A RESOLUTION, BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING REPAIRS AND RENOVATIONS TO THE ORANGE BOWL STADIUM BY FLORIDA LEMARK CORPORATION, IN THE AMOUNT OF $5,185.00, AND VENECON, INC., IN THE AMOUNT OF $27,932.00, FOR A TOTAL AMOUNT OF $33,1,17.00; ALLOCATING FUNDS THEREFOR FROM PROJECT NO. 404240, AS APPROPRIATED BY FY 95-96 CAPITAL IMPROVEMENT ORDINANCE NO. 11337, AS AMENDED. WHEREAS, the City of Miami had to expedite several repair projects to get the Orange Bowl Stadium finished and ready for the 1996 International Olympic Games and the University of Miami; and WHEREAS, the amount of $33,1 17.00 was required to cover the cost of these unscheduled emergency repairs and renovations; and WHEREAS, the City Manager has made a finding that these emergency repairs and renovations were necessary; and WHEREAS, funds to cover the expense are available from CIP Project No. 404240, as appropriated by CIP Ordinance No. 11337, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. By a four -fifths (4/5ths) affirmative vote of the members of the City Commission, ratifying, approving, and confirming the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids, and approving the repairs and renovations to the Orange Bowl Stadium by Florida Lemark Corporation, in the amount of $5,185.00, and Venecon, Inc., in the amount of $27,932.00, for a total amount of $33,117.00, with funds therefor hereby allocated from Project No. 404240, as appropriated by FY 95-96 Capital Improvement Ordinance No. 11337, as amended. FO CITY CLERK APPROVED AS TO FORM AND CORRECTNESS: W1844:CSK 2- 91- 626 CITY OF MIAMI, FLORIDA 0 INTER -OFFICE MEMORANDUM 51 TO Honorable Mayor and Members of DATE the City Commission SUBJECT FROM REFERENCES: *Edward a uez City Mana er ENCLOSURES RECOMMENDATION AUG 2 7 FILE Orange Bowl Modernization Phase III Project, CIP No. 404240, Unscheduled Work Resolution It is respectfully recommended that the City Commission adopt the attached resolution authorizing the payment for repair and renovations done by Florida Lemark Corporation a Hispanic minority corporation not located within the City of Miami, in the amount of $5,185.00 and Venecon, Inc., a Hispanic minority corporation located within the City of Miami, in the amount of $27,932.00 at the Orange Bowl Stadium. BACKGROUND Last Summer, the Orange Bowl Stadium was the site for the International Olympic Soccer games. As the time approached for the start of the games, the City had to expedite a number of repair projects on an "emergency" basis to get the facility finished and ready for these events. Some of these repairs were also necessary for the University of Miami football games, which started a few weeks after the Olympic Soccer Games. The City Manager authorized each of these repair projects, which had to be done prior to and between events. There are monies still owed on five (5) of these projects for which City Commission approval will be needed in order to close out the Orange Bowl Modernization Phase III Project, CIP No. 404240. Following is a list of these repair/renovations projects and the monies owed with a description of the work, the requesting department and the monies owed: 1. Structural Repairs to the Concrete Canopies at Gates No. 8 & No. 9. The existing concrete on the bottom side of the canopies was spalling off endangering the public using Gates No. 8 and No. 9. The repairs were requested by the Stadium Manager through the Department of Conferences, Conventions and Public Facilities (CCPF). The Public Works Department negotiated with a contractor already on the job that specializes in these types of repairs. The work was performed by Florida Lemark Corporation. Cost: $5,185.00 97= 626 Orange Bowl Stadiuo Page 2 ►1 2. Roof Repairs to Restrooms in NE and SE Corners of Stadium. The existing roof structure over these restrooms was deteriorated with bad water leaks. The structure needed repairs and new roof covering installed. While these restrooms were under renovation, Public Works negotiated the roof repairs with the contractor on the job, Venecon, Inc. Cost: $7,790.00 3. Press Box A/C Ventilation Outlet Modifications. The existing A/C ventilation outlets from an earlier renovation in the Press Box were sending cold air directly on to the viewing windows causing them to fog and obscure vision. The A/C duct plenum and outlet grilles had to be rebuilt so that cold air did not flow onto the window glass. The University of Miami through CCPF requested these repairs. Work was performed by Venecon, Inc. Cost: $8,840.00 4. Press Box Window Modifications. The Press Box - was constructed with all fixed windows and there is a need at times to have the windows open. Operable windows were installed in place of fixed glass in some locations. The University of Miami through, CCPF requested these modifications. Work was performed by Venecon, Inc. Cost: $3,400.00 5. New Toilet Accessories for Existing Restrooms. The existing restrooms that were not renovated had badly corroded and damaged toilet accessories (i.e., paper holders, paper towel dispensers and waste receptacles). CCPF requested that these accessories be replaced to upgrade these restrooms to be similar to the new fully renovated restrooms. The work was performed by Venecon, Inc. Cost: $7,902.00 Items Nos. 3, 4 and 5, above were negotiated by the Stadium Manager through CCPF with Venecon, Inc. under their existing renovation contract. The Department of Public Works has identified funds available from Project No. 404240, as appropriated by Fiscal year 1995-1996 Capital Improvement Ordinance No. 13337, as amended, in the amount of $5,185.00 to Florida Lemark Corporation and $27, 932.00 to Venecon, Inc. for a total of $33,117.00. 2 97- 66 TO FILE t }, c,rr"uez 3FROMEdward aCity Manag • CITY OF MIAMI FLORIDA INTER -OFFICE MEMORANDUM SEP - 2 DATE FILE SUBJECT : EMERGENCY FINDING Orange Bowl Repairs and Improvements -1996 REFERENCES: ENCLOSURES: In the summer of 1996, the Orange Bowl Stadium was the site for the International Olympic Soccer Games starting in July, 1996. About two weeks before the start of the Games, the stadium manager discovered a major safety problem with the concrete canopies over Gates #8 and #9. The existing concrete on the bottom of these canopies was spalling off endangering the public . in addition, some "last minute" problems were found with some of the existing restrooms which had not been renovated for the Games but badly needed improvements for the convenience of the public. It was also pointed out that the press box needed some improvements as well so that the international press could properly use this facility to report on the Games. The University of Miami, the City's major tenant and user of the Stadium following the Olympics, also demanded press box repairs. Because of serious concerns regarding life safety and major inconvenience to the public, as well as severe time constraints, the City Manager authorized immediate repairs on an "Emergency Basis" under the City Code. The following is a list and brief description of the repairs and improvements done under the City Manager's emergency authorization. Structural repairs to the concrete canopies at Gates #8 and #9. Roof repairs to existing restrooms in the NE and SE corners of the Stadium which were badly deteriorated by water leaks. Install new toilet accessories in the existing unrenovated restrooms to repair badly corroded and damaged fixtures. 4. Construct pressbox modifications including rebuilding of existing A/C outlets which were causing major window condensation obscuring the vision from the pressbox. In addition, replace some fixed glass windows with operable windows to prevent future vision and hearing problems with the activities on the field. 9 7 = 6.96.6 3 0 FILE EMERGENCY FINDING Orange Bowl Repairs and Improvements 1996 These repairs and improvements indicate the need for extraordinary measures taken to protect the health safety and welfare of the public and for the convenience of stadium users. In order to have the construction repairs and improvements done in time for the International Olympic soccer Games and for University of Miami football Games, competitive sealed bidding procedures were waived by the City Manager for the procurement of services as prescribed above by the finding of an emergency pursuant to Section 18-52 of the City Code.
