A RESOLUTION ACCEPTING THE BID OF ROYCE PARKING
CONTROL SYSTEMS, INC., FOR THE FURNISHING AND
INSTALLATION OF TWO (2) BARRIER GATES AT MIAMI RIVERSIDE
CENTER (MRC) PARKING GARAGE FOR THE DEPARTMENT OF
GENERAL SERVICES ADMINISTRATION, AT A TOTAL COST OF
$6,200.00; ALLOCATING FUNDS THEREFOR FROM ACCOUNT
CODE NO. 001000.311401.6.670; AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR SAID ACQUISITION.
WHEREAS, pursuant to public notice, sealed bids were received August 25, 1997 for the
furnishing and installation of two (2) barrier gates at Miami Riverside Center Parking Garage for the
Department of General Services Administration; and
WHEREAS, invitations for Bid No. 96-97-126 were mailed to thirteen (13) potential bidders
and two (2) bids were received; and
WHEREAS, funds for said service are available from Account Code No.
001000.311401.6.670; and
WHEREAS, this gate will be used in conjunction with the existing roll -up gates to provide
additional security by precluding more than one vehicle to enter per evolution; and
WHEREAS, said acquisition will increase safety by eliminating vehicle back-up and reduce
operational costs; and
WHEREAS, the City Manager and the Director of General Services Administration
recommend that the bid received from Royce Parking Control Systems, Inc., be accepted as the
lowest most responsible and responsive bidder;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby
adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The August 25, 1997 bid submitted by Royce Parking Control Systems, Inc., for
the furnishing and installation of two (2) barrier gates at Miami Riverside Center Parking Garage for
the Department of General Services Administration, at a total cost of $6,200.00, is hereby
accepted, with funds therefor hereby allocated from Account Code No. 001000.31 1401.6.670.
Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer
to issue a purchase order for said acquisition.
Section 4. This Resolution shall become effective immediately upon its adoption.

It is respectfully requested that the City Commission adopt the attached Resolution authorizing the City
Manager to issue a Purchase Order in the amount of $6,200.00 to Royce Parking Control, Inc., a non -local,
female owned company, located at 2411 S.W. 58' Terrace, Hollywood, Florida 33023, for the purchase
and installation of two (2) barrier -type gates for the City of Miami Riverside Center Parking Garage
located at 444 S.W. 2"d Avenue. Funds are available from Account Code 001000.311401.6.670.
BACKGROUND:
The City of Miami Riverside Center Parking Garage utilizes, as originally built, roll -up gates at all
entrances and exits. These gates, by design, are extremely slow in terms of opening and closing. In
addition, the wear and tear factor and the associated repair and maintenance costs have been, are, and will
continue to be enormous.
The roll -up gates are not intended to handle the significant volume of traffic which adds to the normal wear
and tear and age factors not overlooking the substantial accidental damage (vehicles striking the gates). It
is noted that FPL never had close to the number of personnel in the MRC as does the City and that during
rush hour times, they held the gates in the open position which all but eliminated excessive wear and
damage.
The time it takes for an entire evolution (from fully closed to fully raised to fully closed) or even a partial
evolution (from fully closed to fully raised to partially closed to a point where an access card activation
reverses the closing gate) is considerable. This time equates to a back-up of vehicles which in many cases
results in vehicles extending beyond the MRC property into adjacent public streets and permitting more
than one vehicle at a time per evolution to enter the garage of which many are not authorized resulting in a
security breech.
Barrier or arm -type gates at both of the garage's entrances, to be used in conjunction with the existing roll -
up gates, will provide, when required: additional security by precluding more than one vehicle to enter per
evolution; increased safety by eliminating vehicle back-up; and reduce operational costs.
The General Services Administration Department analyzed the bids received pursuant to Bid Number 96-
97-126. Of the thirteen (13) Invitations To Bid mailed, two (2) were returned. Royce Parking Control,
Inc. submitted the lowest, most reasonable, and most responsive bid and is therefore recommended for this
award.
Therefore, at this time it is recommended that the City Commission adopt the attached Resolution ratifying
the City Manager's authority to authorize the issuance of a Purchase Order for the services and products
specified in the amount denoted.
