ENCLOSURES:
It is respectfully recommended that a Resolution be passed ratifying, approving and
confirming the City Manager's emergency action waiving of required competitive bidding
procedures and authorizing the purchase of specific Urban Search and Rescue (US&R)
equipment from various vendors at a total cost not to exceed $150,000.00. Funding is available
from account code 280601.840.
BACKGROUND:
The Department of Fire -Rescue received Federal Emergency Management Agency (FEMA)
authorization for the emergency procurement of equipment and supplies identified on the
FEMA Task Force Equipment List, on November 23, 1996, not to exceed $150,000.00 as part
of the Puerto Rico Disaster deployment. Under agreement with FEMA, .purchase orders must
be issued and submitted to FEMA prior to reimbursement. The equipment purchased is 100%
reimbursable, but funding is available for a "limited time only". Our inability to promptly
procure these items will result in the loss of $150,000.00 for the purchase of equipment.
The purchase of the recommended equipment will not only enhance the capabilities of the
South Florida Urban Search and Rescue Task Force to respond to disasters, it will also increase
the local capabilities of the City of Miami Department of Fire -Rescue.
